    The Position

    Job Appointment: Regular, Full-time

     

    Work Schedule: Primarily 8:30-5:00 pm, Monday through Friday, with some evening, weekend, and holiday time as assigned

     

    Work Location: This position primarily reports to Eastmoreland Golf at 2425 SE Bybee Blvd, Portland, OR 97202, with site visits and additional meetings that take place regularly across the city. This is primarily an office and field-based position, with limited ability for telework. Remote work must be performed within Oregon or Washington.

    Position Summary

    Portland Parks & Recreation (PP&R) is seeking a Golf Program Manager I to oversee operations and strategic direction of the City’s nationally recognized municipal golf system (https://www.portland.gov/parks/sports/golf#toc-pp-r-golf-courses) . This is an exciting opportunity for an experienced leader to manage a high-impact program that promotes community recreation, equitable access, and financial sustainability.

     

    Portland Parks Golf offers affordable, quality golf experiences to residents and visitors across the city. Our six golf courseslocated at five locations across the city—Eastmoreland, Heron Lakes (Great Blue and Greenback), RedTail, Rose City, and the Colwood Golf Course—are conveniently located throughout the metro area to ensure unparalleled access to the game.

     

    Since 1917, Portland Parks Golf has served the community with distinction. The program has hosted numerous high-profile events, including four USGA national championships. Today, over 400,000 rounds of golf are played annually on City courses.

     

    In addition to golf, our sites offer instruction from trained professionals, hospitality and event spaces, and a range of public and private programming. The Golf Manager I plays a critical role in supporting this work by overseeing course operations, budget and contract management, leaseholder relationships, staffing, and long-term planning.

     

    This position reports to the Recreation Services Division within PP&R and works closely with bureau leadership, golf course operators, vendors, and community partners to ensure the success of Portland’s public golf system.     As a Golf Program Manager I, you will:

    + Oversee the management, programming, and maintenance coordination of five municipal golf courses.

    + Lead a team of supervisors and staff across multiple sites, fostering a culture of high performance, safety, and inclusivity.

    + Manage vendor and leaseholder relationships, including pro shops, instructors, and food/beverage providers.

    + Develop and manage operating budgets, contracts, and strategic plans for golf operations.

    + Monitor course utilization, revenue trends, and maintenance needs to drive continuous improvement.

    + Partner with bureaus, stakeholders, and community groups to expand access and promote equity in golf.

    + Represent the Golf Program in public meetings and internal planning processes.
