    Position: Chief Financial Officer

     

    The Chief Financial Officer (CFO) reports directly to the President/Chief Executive Officer (CEO) and supports the Chief Operating Officer (COO) on all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and the securing of new funding.

     

    Oversees the financial affairs of the Agency, assuring its financial stability, and directs the use of its financial resources to best achieve the goals outlined in the Agency’s Mission and Vision Statements. Provides the Agency with a system of internal financial controls that protects the assets of the Agency and reasonably assures that the financial transactions of the Agency are recorded in a manner which is consistent with Generally Accepted Accounting Principles, and ensures the resulting financial statements are free of material misstatement.

     

    The CFO is a hands-on and participative manager who leads and develops a team to support the following areas: finance, business planning and budgeting, administration and employee records & benefits, facilities management, IT services and overseeing the effective execution of capital projects.

     

    Direct Reports: Controller, Director of Payroll and Benefits Administration, Facilities Manager and MIS Director

     

    Job Scope

     

    Financial Management

     

    + Assesses organizational performance against both the annual budget and company’s long-term strategy.

    + Oversees the Agency’s cash flow and cash positions and keeps the President/CEO informed of significant variations.

    + Develops tools and systems to provide critical financial and operational information to the CEO and make actionable recommendations on both strategy and operations.

    + Prepares the budgets for Outreach Development Corporation (ODC) and Outreach Project, Inc. (OPI) Boards as well as the books and records for both Boards for the purpose of the annual audit.

    + Develops financial business plans and forecasts.

    + Coordinates the development and monitoring of budgets.

    + Formulates and maintains the capital budget.

    + Oversees long-term budgetary planning and cost management, especially as the Agency considers potential acquisitions and collaborations with external organizations.

    + Prepares the Agency’s financial statements and annual 990 tax returns.

     

    Financial Planning and Analysis

     

    + Consults with the President and other senior members of the Agency’s management staff in the development of a long-range strategy to implement the Agency’s Vision Statement and participates in the updating of the Vision Statement, as appropriate.

    + Participates, as a member of the executive leadership team, in key decisions pertaining to strategic initiatives, operating model and operational execution.

    + Oversees cash, investment, and asset management.

    + Prepares and maintains regular financial planning reports.

    + Completes analysis of financial results and develops recommendations (strategic and tactical).

    + Conducts analysis of various business initiatives …e.g., opening new facilities, asset acquisition, new service launches.

    + Undertakes cash flow planning and ensures availability of funds as needed.

    + Negotiates, when appropriate, loans with the Agency’s bank(s) to assure the smooth operation of the Agency during periods of poor cash flow.

     

    Accounting & Risk Management

     

    + Develops and manages accounting staff to ensure proper maintenance of all accounting systems and functions.

    + Oversees preparation of month-end, quarter-end and year-end financial statements.

    + Reviews all month-end closing activities including general ledger maintenance, balance sheet reconciliations and Agency’s/overhead cost allocation.

    + Supervises annual internal unit audits of purchasing, fee setting, inventory, billing and collection activities and recommends any necessary improvements to the COO and Vice President for Special Projects.

    + Ensures legal and regulatory compliance regarding all financial functions.

    + Manages the Agency’s system of internal controls, implementing such controls deemed necessary to provide reasonable assurance that the Agency’s books and records are free of material misstatement.

    + Enhances and implements financial and accounting systems, processes, tools and control systems.

    + Takes the necessary steps to ensure timeliness, accuracy, and usefulness of financial and management reporting for federal and state funders, foundations, and the Agency’s Board of Directors; oversee the preparation and communication of monthly and annual financial statements.

    + Coordinates audits and proper filing of tax returns.

    + Serves as a key point of contact for external auditors and manages preparation and support of all external audits.

    + Maintains relations with external auditors and investigates their findings and recommendations.

    + Makes sure that record keeping meets the requirements of auditors (http://www.accountingtools.com/definition-auditor) and government agencies.

    + Reports risk issues to the audit committee of the Board of Directors.

    + Manages the Agency’s insurance program making sure that the Agency maintains appropriate insurance coverage.

     

    Billing & Collections

     

    + Oversees billing and collection of third party revenue, including…Medicare, Medicaid, insurance and self-pay.

     

    Administration /Employee Records & Benefits

     

    + Negotiates the Agency’s contracts with federal, state, and city agencies and private organizations, including the establishment of program budgets, and strives to maintain a good working relationship with these parties.

    + Negotiates with Agency vendors.

    + Acts as Plan Administrator for the Agency’s pension and other benefits plans and prepares all necessary filings, including the annual 5500 information return.

    + Supervises the maintenance of the Agency’s personnel records.

    + Oversees billing and collection of third party revenue, including Medicare, Medicaid, insurance and self-pay.

    + Serves as final point of escalation for Accounts Receivable/Accounts Payable issues.

     

    Facilities Management and IT Services

     

    + Oversees the general maintenance of the Agency’s facilities and equipment.

    + Manages the Agency’s real estate affairs consisting of leases and sub-leases with various landlords and negotiates new leases or lease renewals.

    + Is responsible for the effective implementation of all capital projects.

    + Determines the Agency’s present and future hardware and software needs.

    + Supervises the acquisition and maintenance of computer software and hardware to ensure the effective/efficient operation of the Agency to include its ability to meet regulatory requirements.

    + Makes sure that the Agency’s staff is fully prepared/trained to handle the introduction of new hardware and software.

     

    Capital Projects

     

    + Oversees the effective implementation of Outreach’s “capital projects” ensuring that:

    + Projects are fully funded.

    + Target dates and budgets are met.

    + Work meets the high standards established by the Agency and the governmental funding/regulatory organizations.

    Qualifications

    + A minimum of a four year college degree; a CPA and/or MBA would be a plus.

    + At least five years’ experience as CFO or equivalent, preferably in a nonprofit organization with a budget of at least $10 million.

    + Deep knowledge and understanding of the Office of Management and Budget Circular A133 audit.

    + Experience working with information technology staff to manage finance and accounting software packages.

    + Excellent written and oral communication skills.

    + Demonstrated leadership ability, team management, and interpersonal skills.

    + Excellent analytical and abstract reasoning skills, plus excellent organization skills.

    + Experience in a senior financial-management role, partnering with executive staff, resulting in the development and implementation of creative financial management strategies.

    + Significant experience in or knowledge of nonprofit accounting, including sophisticated fund and grant accounting, compliance, and reporting.

    Position Status

    This is a full-time Exempt position. Exempt employees are defined as employees who, based on duties performed and manner of compensation, shall be exempt from the Fair Labor Standards Act (FLSA) minimum wage and overtime provisions. Exempt employees are salaried and expected to work any hours above and beyond their regular schedule necessary to ensure completion of all tasks in a timely manner.

     

    Work Environment

     

    This job operates in a professional office environment and outside in the field. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Must be able to travel among assigned sites and locations as needed.
