    The Red Gate Group is seeking a highly experienced Acquisition Process SME to support the Defense Intelligence Agency’s (DIA) Program Execution Office (PEO)—a non-traditional, high-impact team responsible for guiding enterprise-level IT acquisitions on behalf of the Chief Information Officer (CIO). This role is ideal for a seasoned acquisition professional with a deep understanding of federal acquisition policy and hands-on experience supporting major IT programs from requirements generation through contract award.

     

    As the Acquisition Process SME, you will serve as a trusted advisor to stakeholders and program managers across the DIA CIO enterprise. You will guide acquisition strategy development, lead process improvement initiatives, and enhance acquisition governance to reduce risk, shorten procurement timelines, and align IT investments with mission priorities.

    What You’ll Do:

    + Lead acquisition lifecycle planning and guide stakeholders through pre-award processes aligned to CIO strategic goals.

    + Improve the quality of acquisition requirement packages, ensuring clarity, completeness, and compliance with federal regulations.

    + Draft and refine acquisition artifacts such as Performance Work Statements (PWS), Independent Government Cost Estimates (IGCEs), and Justification & Approvals (J&As).

    + Support governance activities including Acquisition Review Boards (ARBs), Program Management Reviews (PMRs), and Technical Exchange Meetings (TEMs).

    + Provide acquisition strategy recommendations to improve cost, schedule, and performance outcomes for CIO programs.

    + Drive process innovation using agile methodologies and business transformation tools to enhance acquisition planning and execution.

    + Collaborate with technical teams, contracting officers, and program managers to ensure acquisition packages are actionable, auditable, and aligned with mission objectives.

    + Track procurement milestones to monitor progress and ensure timely execution in alignment with Procurement Acquisition Lead Time (PALT) targets.

    + Active TS/SCI clearance with the ability to pass a CI Polygraph.

    + 10+ years of experience providing acquisition and governance support for federal programs, preferably in the IC or DoD.

    + Bachelor's degree or equivalent combination of education and experience.

    + In-depth knowledge of the FAR, DFAR, and DoD acquisition regulations including the DoD 5000 series and ICD 801.

    + Strong written and verbal communication skills, with the ability to engage both technical and non-technical audiences.

    Preferred Qualifications:

    + DAWIA Level I, II, or III in Contracts or Program Management.

    + Prior experience as a Contracting Officer (1102 series) or Government Program Manager.

    + Master’s degree and advanced training in federal or intelligence community acquisition frameworks.
