JOB DEFINITION:
DESC is a multi-service agency that specializes in providing permanent supportive housing, emergency shelter, residential crisis services, and comprehensive behavioral health outpatient services for people with long-time experiences of homelessness and serious behavioral health disabilities. We utilize Harm Reduction, Trauma Informed, and Housing First practices, striving to deliver flexible services that accommodate consumer’s unique needs.
The Outpatient Behavioral Health Division Coordinator will be part of DESC’s Outpatient Behavioral Health Division and will report to the Director of Outpatient Behavioral Health Programs. The primary objective of this position is to assist the Director, as well as other senior clinical leaders, in prioritizing and developing new systems for existing programs, as well as, help to develop new projects with a focus on practice changes and improvements. This position will support clinical staff in successfully navigating change in the health care system, so that they can focus on their specialized positions and continue to provide high quality behavioral health service. This role will work across DESC departments to support streamlining clinical and operational processes across the agency. The Outpatient Behavioral Health Division Coordinator will help the outpatient behavioral health division adopt healthcare integration best practices and navigate recent and future changes to Washington’s Medicaid health insurance system.
The Outpatient Behavioral Health Division Coordinator must be willing and able to work in a fast-paced environment where staff availability and program needs are often changing. This position will assist in providing routine administrative tasks related to Medicaid Integrated Managed Care (IMC), Collective Medical Technology online platform, Washington Administrative Codes, Washington State laws (RCWs), King County Integrated Care Network Provider Manual, and HIPAA privacy rules. Considerable attention and skills are needed in the area of data systems and tracking for contract compliance. Time will be spent coordinating with other support departments within DESC to help prepare for yearly audits to assure compliance with all local, state and federal laws and relevant contract and procedure requirements associated with the operations within the clinical programs. Model and promote core DESC values; and participate in and provide training for staff essential to ensure the safety of the outpatient behavioral health division. This position includes administrative duties associated with planning, hiring, and quality assurance/improvement.
MAJOR DUTIES AND RESPONSIBILITIES:
+ Closely collaborate with DESC Operations Department: Quality and Information Management Department, Administration and Planning Department, Facilities, and Equity and Inclusion to advance agency wide healthcare integration priorities across the outpatient behavioral health division.
+ Will work closely with Housing and Medical leaders to foster integration efforts across the agency.
+ Support clinical staff in understanding and implementing Medicaid Integrated Managed Care requirements, value-based payment contract metrics, and healthcare integration initiatives. Assist in monitoring and implementing future changes as Medicaid continues to evolve.
+ Work in coordination with Clinical leadership to provide oversight of program evaluation related to Medicaid changes, workflow protocols, and service delivery. Identify additional support, resources, and information needed to support staff. Create trainings and tools to help staff successfully implement change and maintain quality.
+ Represent the outpatient behavioral health division on DESC’s Chasers Steering Committee, Coordinate with Chasers staff and clinical staff to implement EHR modifications to support Medicaid IMC and healthcare integration priorities, including ensuring EHR forms reflect clinical contract requirements.
+ Represent DESC at external stakeholder meetings and communicate information back to the outpatient behavioral health division and the clinical department as a whole.
+ Comply with all agency policies and procedures, relevant Washington Administrative Codes, Washington State laws (RCWs), King County Integrated Care Network Provider Manual, and HIPAA privacy rules.
+ Attend and participate in relevant team meetings, agency sponsored trainings, and all-staff meetings.
+ Collaborate with the Hobson and Pioneer Square Clinic Managers and provide support within the operational functioning of those locations.
+ Monitor service and other program data in order to track performance and compliance in identified program specific areas.
+ Provide support to the outpatient clinical team's leadership in coaching their teams on how to adopt clinical practice changes and how this applies to direct practice work.
+ Help provide training and support to the outpatient behavioral health division; assist in developing training, onboarding resources and guidelines to help new clinical staff understand clinical practices related to Medicaid IMC and healthcare integration.
+ Support clinical supervisors Liaise with key partners and stakeholders, to ensure effective operations and communication with existing and new outpatient programs.
+ Provide administrative support to hiring teams and assist in training new employees.
+ Coordinate a wide range of project logistics and resource needs across the outpatient behavioral health division which are in several different locations. Must be willing to travel to other locations.
+ Other duties as assigned
Requirements
MINIMUM QUALIFICATIONS:
+ Either a bachelor’s degree OR equivalent training & experience such as:? Associate degree and a year of relevant work experience; professional certification in project management or similar topic and a year of relevant work experience; two or more years relevant work experience, organizing, facilitating, and assisting in program planning and project or business/clinical operations.
+ Computer skills, including data entry and word processing skills/experience, or related experience with the indicated potential to learn these skills quickly.?

PREFERRED QUALIFICATIONS:
+ Master’s degree in a relevant field such as social work, public health, or business administration; master’s degree highly preferred.
+ Prior experience with Medicaid billing.
+ Experience implementing quality improvement strategies.
+ Ability to set and adhere to self-driven timelines.
+ Well-developed analytic and writing skills.
+ Bilingual in Spanish/English.?
