    Organization Background:

The mission of DPS is to serve the people of Iowa by providing public safety services with leadership, integrity and professionalism through the core values of courtesy, service and protection. The Department is a statewide law enforcement agency and includes the Administrative Services Division, the Iowa State Patrol, the Iowa Division of Criminal Investigation, the Iowa Division of Narcotics Enforcement, the Iowa State Fire Marshal and the Division of Intelligence. The Department works in conjunction with federal, state and local jurisdictions of the criminal justice community to provide for the safety of persons living in, or traveling through the State of Iowa.

The Program Services Bureau is responsible for maintaining and providing services in four program areas within the department: Weapon permitting, Private security/investigation licensing, Uniform Crime Reporting (UCR) and Criminal Justice Information Systems (CJIS) Audit/Certification/Training (ACT) Team.

This position serves primarily in the bureau's Uniform Crime Reporting program. The UCR Program serves as the State's centralized crime data repository for data submitted by local law enforcement agencies across the state for inclusion in the FBI's annual crime data publication. In addition, the position provides other important support services to the other 3 bureau programs.

+ Monitors data submissions to identify cessation, disruption, or irregularities in crime data submission, and informs the UCR program manager of all identified cessation, disruption, or irregularity in crime data submissions.

+ Analyzes data entered into the DPS ICRIME System by local law enforcement agencies to ensure accuracy and that proper data elements are present under the guidance of the State's Uniform Crime Reporting program.

+ Provides training and instruction to law enforcement agencies in the proper entry of crime data elements related to FBI UCR and NIBRS (National Incident Based Reporting System) standards.

+ Provides UCR training to law enforcement academies to ensure proper identification of key data elements.

+ Reports DPS specific crime data monthly through ICRIME.

+ Maintains accurate records in the Master Charge Code Table.

+ Reviews Iowa Code to ensure proper crime data elements are applied. Collaborates with vendors to ensure accurate tech specs are implemented into Record Management Systems.

+ Assists the UCR program manager upon request with preparing publications, performing administrative duties, and coordinating relevant training sessions, meetings, and conferences.

+ Develops, maintains, and disseminates technical system resource materials to law enforcement agencies, system vendors, and other stakeholders.

+ Reviews state's homicide incidents to determine submission status and conducts regularly scheduled audits of law enforcement agency data submissions.

Audit, Certification, and Training (A.C.T.) Team:

+ Provides support to bureau's ACT Team by maintaining correct protection order entries in the IOWA System and assisting in collecting delinquent payments for Iowa System usage. Reviews and researches criminal background records for vendors, contractors, and DOM-DoIT employees who will be accessing DPS systems.

+ Works collaboratively with the Bureau Chief or CJIS Compliance Officer to determine eligibility for access based on DPS policy and FBI CJIS Security Policy.

Private Investigation/Private Security/Bail Enforcement Program and Weapon Permit Program:
