Summary About the Position: The Army Rapid Capabilities and Critical Technologies Office (RCCTO) will rapidly and efficiently research, develop,prototype, test, evaluate, procure, transition, and/or field critical enabling technologies and capabilities that address near-term and mid-term threats. The RCCTO will produce or acquire material solutions, consistent with the Army's modernization priorities that maximize Soldiers' capabilities to deploy, fight, and win on future battlefields. Responsibilities Serves as the Chief of the Contracting Office and Senior Contracting Officer representing the agency in interactions with other government agencies and external stakeholders. Develops and implements strategic acquisition plans aligned with RCCTO priorities. Advise leadership on best practices for contracting approaches and interfaces with industry to convey acquisition information to potential bidders, the media and other interested parties. Provides comprehensive leadership and direction to a team of Agreements/Contracting Officers and Contract Specialists. Ensure effective execution of all contracting actions supporting RCCTO including performance management, professional development, and workload distribution. Leads the development of negotiation strategies, including selection of optimal contract types ensuring alignment with acquisition regulations and RCCTO objectives. Leads the RCCTO Contracting Office in the interpretation, implementation, and adherence to new and revised contracting policies and directives. Serve as the primary point of contact for policy changes and ensuring consistent application across all contracting activities. Basic Requirement (IOR) for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent) -1102 on or before September 30, 2000.*You must submit a copy of ALL your transcripts with this application package, which includes your bachelor's transcripts even if you have a master's degree. In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below: Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1) Coordinating high priority technical and complex classified contracting services to support contract requirements and mission essential acquisitions; 2) Advising on pre-award and post-award contract functions involving sensitive procurements; 3) Analyzing acquisition strategies to determine contract specializations such as negotiation, cost and price analysis, and contract administration; and 4) Identifying terms of contracts to ensure streamlined program execution.The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13equivalent).
