    Job Summary

    The Utah Healthcare Education Collaborative ( UHEC ) Program Manager will co-lead the strategic implementation and coordination of the UHEC initiative across the state. This position will work closely with the Statewide Work-Based Learning Intermediary and reports to the Associate Commissioner of Talent Ready Utah. This position will be responsible for fostering cross-sector partnerships, overseeing program development, and ensuring alignment between education systems and healthcare industry needs. The Program Manager will play a critical role in designing and promoting clear, accessible pathways into high-demand healthcare careers.

     

    The Utah Healthcare Education Collaborative ( UHEC ) is a statewide initiative led by Talent Ready Utah, in partnership with the Utah State Board of Education, Utah System of Higher Education, and Intermountain Health. UHEC is committed to expanding access to healthcare education and aligning educational pathways with workforce needs to address Utah’s healthcare labor shortages. The initiative focuses on creating structured, stackable credential pathways from K-12 through higher education, with a strong emphasis on equity, work-based learning, and career readiness.

    Responsibilities

    Essential Functions:

    + Lead the statewide implementation of UHEC initiatives in collaboration with education and industry partners.

    + Development of structured, stackable credential pathways from K-12 to higher education and employment to develop Education and Career Mapping for healthcare occupations.

    + Conduct occupational and education landscape analyses to identify workforce gaps and align educational offerings.

    + Develop intuitive education and career mapping tools for students, parents, and educators.

    + Expand work-based learning ( WBL ) opportunities, including clinical rotations, job shadowing, and apprenticeships.

    + Support the implementation of Utah’s First Credentials Program in K-12 to build foundational healthcare skills.

    + Build and maintain partnerships with K-12 schools, higher education institutions, healthcare providers, and community-based organizations.

    + Collaborate closely with Intermountain Health to ensure alignment with organizational workforce needs.

    + Manage project timelines, deliverables, and reporting for grant compliance.

    + Facilitate stakeholder collaboration to:

    + Conduct occupational analysis with state agencies and industry.

    + Analyze K-12 and higher education program offerings with education providers.

    + Create and expand healthcare programs and enhance education-to-career pathways.

    + Develop education and career mapping with K-12, higher education, and industry partners.

    + Promote healthcare education programs through outreach with community-based organizations.

    + Develop and disseminate user-friendly resources and promotional materials.

    Minimum Qualifications

    Education:

    + Associate’s degree or recognized certificate or equivalency (one year of education can be substituted for two years of related work experience) required; Bachelor’s degree in in Education, Public Administration, Healthcare Administration, or related field strongly preferred.

    Experience:

    + 2- 4 years of experience in program management, education policy, workforce development, or healthcare education.

    + Demonstrated experience in cross-sector collaboration and stakeholder engagement.

    + Strong understanding of stackable credentials, work-based learning, and career pathway development.

    + Excellent project management, communication, and analytical skills.

    + Experience working with K-12 and higher education systems.

    + Proven self-starter who is self-motivated and can develop executable plans.

    + Familiarity with Utah’s healthcare and education landscape.

     

    Preferences

     

    + Bachelor’s degree in in Education, Public Administration, Healthcare Administration, or related field strongly preferred.

    + 5+ years of experience in program management, education policy, workforce development, or healthcare education.
