The **Senior Manager of EBT Fraud Analytics and Strategy** will lead the strategy and operations for detecting, investigating, and mitigating fraud across Electronic Benefit Transfer (EBT) programs, with a primary focus on Supplemental Nutrition Assistance Program (SNAP). This role oversees fraud detection tools, analytics workflows, and coordination with state agencies, investigators, and internal stakeholders to ensure timely and effective fraud prevention.
Key Responsibilities
+ Lead investigations into suspected or confirmed fraud, using SQL/SAS queries and analytics to identify patterns and support case development.
+ Monitor real-time and historical data for emerging fraud trends, high-risk transactions, and vulnerabilities across programs.
+ Leverage and manage vendor fraud tools to enhance detection capabilities, ensuring they are optimized for identifying and responding to evolving fraud patterns.
+ Develop and maintain control frameworks, fraud reporting, and metrics to assess detection accuracy and strategy effectiveness.
+ Work closely with state representatives, internal leaders, and investigators—maintaining a credible and solution-oriented presence.
+ Produce clear, actionable reports and insights for senior leadership and state partners on trends, impacts, and remediation strategies.
+ Respond rapidly to fraud spikes or large-scale attacks and lead cross-functional efforts to mitigate impact.
+ Contribute to ongoing enhancements to fraud strategies, including logic adjustments, data instrumentation, and tool configuration.
Requirements
+ Minimum of 2 years of experience in financial services, fraud, or investigations.
+ Minimum of 1 year of leadership or team oversight experience.
+ Proficiency in SQL and/or SAS for building reports and analyzing transactional or identity data.
+ Strong understanding of fraud frameworks, risk indicators, and analytics-based prevention strategies.
+ EBT or government program experience.
+ Excellent communication skills with ability to translate data into actionable recommendations and engage confidently with state and internal stakeholders.
+ Highly organized with ability to manage competing priorities in a fast-paced, high-impact environment.
Preferred
+ Experience working with IVR systems and combatting spoofed calls, robocalls, or bot-driven IVR fraud.

For this position, actual salaries will vary and may be above or below the range based on various factors including but not limited to location, experience, and performance. In addition to base pay, this position, based on business need, may be eligible for a bonus or incentive. In addition, Conduent provides a variety of benefits to employees including health insurance coverage, voluntary dental and vision programs, life and disability insurance, a retirement savings plan, paid holidays, and paid time off (PTO) or vacation and/or sick time. The estimated salary range for this role is $97,790-$127,010.
