We are seeking an Associate Director and Counsel to join the Collins Aerospace Central Global Trade Investigations and Disclosures Team.
The Associate Director and Counsel will handle complex internal global-trade-related investigations, assess compliance with Collins Aerospace’s internal policies, analyze potential violations of the export laws and regulations of the United States and foreign jurisdictions, and where appropriate, disclose such violations to the relevant governmental agencies. The Associate Director and Counsel will review and provide legal guidance to Collins Aerospace’s strategic business units to ensure compliance with United States export laws and regulations (including the Export Administration Regulations administered by the Department of Commerce and the International Traffic in Arms Regulations administered by the Department of State) and foreign jurisdictions’ export-control regimes. This position is involved in the most-complicated global trade-related legal issues that arise in Collins Aerospace and will regularly brief executive leaders within RTX and Collins Aerospace on such investigations. The selected candidate must have prior experience conducting corporate or governmental investigations as well as prior experience reviewing, analyzing, and applying the Export Administration Regulations (“EAR”) and the International Traffic in Arms Regulations (“ITAR”).
The selected candidate will serve in Collins Aerospace’s Central Global Trade Investigations and Disclosures Team within the Legal, Contracts and Compliance function and will report to the Director & Assistant General Counsel, Global Trade.
What You Will Do:
+ In coordination with Collins Aerospace’s Office of the General Counsel and RTX’s Global Trade function, investigate suspected violations of U.S. and non-U.S. export control laws and regulations.
+ Evaluate, via interviews and review of relevant documents including company global trade policies, internal correspondence, transactional and sales forms and paperwork, export authorizations, and shipping records, alleged violations of global trade internal policies and regulations.
+ Manage an active investigative caseload using RTX’s matter-management tool.
+ Work collaboratively with members of Collins Aerospace’s broader Global Trade team to identify the root causes of regulatory violations and to develop robust corrective actions.
+ Brief RTX and Collins Aerospace leadership on status of ongoing global trade investigations.
+ Draft disclosures to U.S. Government agencies regarding violations of the ITAR and EAR as well as to foreign jurisdictions.
+ Document the closure of matters that do not give rise to a reasonable suspicion of a regulatory violation.
+ Report on Collins Aerospace’s internal and U.S. Government agency data requests.
+ Work with Collins Aerospace’s strategic business units to provide appropriate legal guidance related to global trade compliance and propose solutions for addressing concerns.
+ Respond to developments in U.S. and foreign export control laws, provide legal guidance regarding such developments, and monitor Collins Aerospace’s overall compliance trends.
+ Assist in the development, implementation, enhancement, and maintenance of Collins Aerospace and RTX policies, standard work, and processes for global trade compliance.
+ Must be willing and able to travel 10% of the time
Qualifications You Must Have:
+ Typically requires a University Degree and minimum 12 years prior relevant experience **or** an Advanced Degree in a related field and minimum 10 years of experience
+ U.S. Person (U.S. citizen, permanent resident, or granted refugee or asylee status) as defined https://www.ecfr.gov/current/title-22/chapter-I/subchapter-M/part-120/subpart-C/section-120.62
+ Juris Doctor Degree
+ 7+ years of legal experience in Global Trade
+ 7+ years of experience with U.S. export-control laws and regulations.
Qualifications We Prefer:
+ Ability to communicate and present to all levels of the organization
+ Ability to communicate clearly—particularly in legal writing.
+ Minimum of three years in a law firm handling export control matters and/or three years of experience in a government agency involved in administering export control laws and regulations.
+ Experience in conducting investigations (interviewing witnesses, reviewing documents, organizing case/matter files, and identifying issues).
+ Prior aerospace industry experience.
+ Experience with non-U.S. export-control laws.

**Remote:** Employees who are working in Remote roles* will work primarily offsite (from home). An employee may be expected to travel to the site location as needed.

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
