POSITION SUMMARY
The Program Manager oversees the development of the statewide DCF Autism Spectrum Disorder (ASD) and Intellectual Disabilities (ID) Framework, specifically targeting services for children ages 0-5 with ASD and/or ID. The initiative aims to develop a comprehensive strategic framework that strengthens DCF's engagement practices with families and supports children with these diagnoses.
EDUCATION AND EXPERIENCE/QUALIFICATIONS
Master's or doctoral degree in social work, psychology, or related field plus a minimum of 5 years experience working with ethically diverse, vulnerable children (0-8) and their families is required. Knowledge of child development and disability including ASD and IDD. Ability to produce deliverables in ambitious time frame for a time-limited project.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Ensures that all goals, objectives, and deliverables of the project are executed according to established project timelines and within budget constraints.
Provides daily administrative and programmatic oversight and ensures all required record documentation.
Convenes, directs, and provides leadership to the Framework Advisory Committee in accordance with project goals and grant directives.
Establishes, maintains, and enhances collaborative working relationships with local, regional, and state groups involved in the ASD/ID and early childhood systems of care.
Identify, collect, and analyze relevant data to inform the development of the framework in the context of the project goals and objectives.
Support the development of trainings for DCF regional and area office staff to enhance learning opportunities, and initiatives to enhance workforce skills and capacity in the area of young children and ASD/ID.
Provide guidance and supervision to the extended project team including trainers and consultants who will develop and deliver support to DCF central, regional, and area office staff.
Provide real time consultation and support to DCF staff in central, regional, and area offices on cases involving children 0-5 and ASD/ID.
Communicates in a positive and effective manner with other service providers.
Promotes positive, effective, and efficient team functioning.
Reports suspected child abuse/neglect as stipulated by state law.
Continues to develop knowledge and understanding about the history, traditions, values, family systems, and artistic expression of groups served as well as uses appropriate methodological approaches, skills, and techniques that reflect an understanding of culture.
