    Summary Statement

    The City of Boise is seeking a Compensation Supervisor to lead its Compensation and Classification Program. This role is responsible for developing and managing salary structures, job classification systems, and total rewards strategies. The Compensation Supervisor ensures all practices are competitive, equitable, and compliant with applicable laws and regulations. Acting as a strategic partner across departments, this position evaluates and recommends compensation solutions that align with the City’s organizational goals. The role operates under limited supervision and plays a key part in shaping fair and effective compensation practices citywide.

    Essential Functions

    + Performs the full range of duties (with appropriate managerial review), including hiring, evaluating, promoting, and assigning duties; correcting inappropriate actions or behavior through communication and coaching, initiating discipline or termination as needed; and overseeing employees or a group. Performs the tasks of subordinate employees, as needed.

    + Designs and oversees the city’s compensation programs, including salary structures, variable pay, and total rewards strategies to support recruitment, retention, and internal equity. Delivers compensation data, cost projections, and industry expertise to inform the annual budget process, workforce planning, and strategic decision-making. Serves as a liaison and consultant to leadership, managers, and employees on compensation issues, policies, and best practices.

    + Conducts and leads market studies, survey participation, data modeling, and cost analyses to benchmark internal positions and maintain competitive compensation practices. Investigates complex compensation issues, conducts root cause analysis, and develops innovative solutions in collaboration with internal stakeholders. Advises team members on complex individual pay actions, market adjustments, and reclassifications.

    + Conducts and leads classification studies and projects, creating and modifying job classifications, ensuring classifications are accurate, relevant, and align with citywide needs within an established architecture. Develops materials such as career paths, presentations, FAQs, employee letters, etc. as needed to educate employees and managers on classification changes.

    + Advises leadership, managers, and department team members on pay decisions, ensuring compliance with relevant laws, regulations, and policies. Creates clear, accessible guides and materials to educate employees and departments on compensation practices, tools, and programs.

    + Works with HRIS data team to ensure data integrity and accuracy across systems. Strategically allocates resources to support operational priorities and serves as the primary liaison between team members and the Total Rewards Senior Manager on matters related to HR data, systems functionality, ERP planning, and ongoing system maintenance or upgrades. Assesses and recommends resource needs for data and analytics staff to optimize performance and service delivery.

    Requirements

    Required Knowledge, Experience, And Training

    + Bachelor’s degree in human resources, statistics, public administration, or related field, and; four years of experience in financial or human resource analysis, salary planning, compensation analysis, human resource administration and; experience leading or supervising employees,; or an equivalent combination of experience and education.

    + Knowledge of: relevant municipal, state, and federal laws and regulations (e.g., ADA, Title VII of the Civil Rights Act of 1964, FMLA); compensation best practices, including salary survey methodologies, market analysis, and pay structure development; principles and practices of human resources and employee relations, including classification, job analysis, recruitment, compensation administration, and performance management; fundamentals of public administration, recordkeeping, and reporting; training and development strategies; and modern computer applications, databases, and web-based systems.

    + Ability to: research, analyze and interpret data; draw sound conclusions, make recommendations, and implement solutions; interpret and apply laws, policies, and regulations; supervise and train employees; prepare and present information in a clear and concise manner; plan, coordinate and implement special projects; respond to strategic and organizational issues, concerns, and needs; provide training and guidance regarding human resource programs, employee regulations, and organizational initiatives to a broad array of audiences; maintain strict confidentiality; exercise tact and diplomacy when dealing with sensitive, complex, and confidential information; demonstrate skill in building consensus and problem solving; communicate effectively in the English language at a level necessary for efficient job performance; perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

    Preferred Knowledge, Experience, And Training

    + Master’s degree in human resources, statistics, public administration or related field, and; five years of progressively responsible experience in compensation analysis, and salary planning position or an equivalent combination of education and/or experience.

    + Certified Compensation Professional or Senior Human Resources certification.

    Special Requirements

    Applicants must be able to pass:

    + City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

    + Criminal Justice Information System background check (CJIS)
