Description of Work
This is a temporary, supplemental staff position. There are no leave or retirement benefits offered with this position.
This position supports the Integrated Mobility Division’s programs and compliance processes. This includes assisting with management’s compliance oversight of subrecipients, including cursory review of claim reimbursements for accuracy as part of our internal self-auditing process; assisting with monthly, quarterly, semi-annual, and annual reporting requirements; and assisting with developing and implementing standards for creating annual contract agreement packages and implementation to streamline the process for the Finance and Grants Administration Branch. The position provides technical guidance, monitoring, and oversight of grant subrecipients in the areas of financial compliance, financial reporting, indirect cost rate applications, Charter Reports and DBE reporting. It also assists with updating compliance and reporting SOPs for formula grant programs awarded to NCDOT’s public transportation systems in rural and urban areas of the state, reviewing reporting documents to determine feasibility and compliance, and analyzing data and information to formulate recommendations. The position supports IMD in the development of other compliance documents, as needed, as required based on new State and Federal regulations. The position also interprets compliance policies for division staff and grant recipients, and reviews discrepancies, difference of opinions and procedures related to financial compliance reporting.
Knowledge, Skills and Abilities / Competencies
Management Preferences:

+ Advanced computer skills with software efficiency in Microsoft Office (Excel, Word, PowerPoint)
+ Demonstrated ability to interpret established rules and regulations and review work for compliance to standards
+ Knowledge of accounting and auditing principles, concepts, and practices
+ Demonstrated ability to perform meticulous reviews of contract agreements and claims for accuracy while ensuring regulatory adherence to state and federal programs
Additional Expectations:
Ability to exercise judgment and discretion in applying and interpreting policies and procedures. Ability to evaluate problems and develop recommendations. Ability to establish and maintain effective working relationships with agency personnel, federal, and state and local officials, private transportation providers, private consultants, and the general public. Ability to communicate effectively in oral and written form. Ability to collect and analyze data, plan and organize tasks by priority, and think analytically. Personal computer skills and experience with Smart Sheets, EBS and SAP are a plus.
Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment; or an equivalent combination of training and experience.
