This posting is for an Engineering Manager I that will serve as the Assistant Division Construction Engineer in Division 9. The Assistant Division Construction Engineer assists the Division Construction Engineer (DCE) in the administration of construction projects for roadways and bridges. The Assistant Division Construction Engineer has direct involvement with all phases of the construction process, which includes design, pre-construction, right-of-way acquisition, utilities, construction and project acceptance. The Assistant Division Construction Engineer helps the DCE to ensure projects are completed on time and within budget. Provides project development input and scoping comments. Monitors project development schedules and assists the DCE with staffing and workload projections. Assists the DCE with preliminary/combined final field inspections. This position will also conduct project site inspections throughout the life of the project. Oversees the Division Utility Engineer (DUE) to ensure proper utility coordination during pre-construction phases and verifies utility authorizations and ensure early relocation efforts. This position works with other DOT departments, the public, and local government officials regarding DOT policies and procedures, division projects, plans and proposed work. The Assistant Division Construction Engineer meets frequently with property owners and contractors to resolve conflicts and issues surrounding construction projects when the DCE is unavailable. The Assistant Division Construction Engineer is expected to represent DOT in interviews with the news media. Reviews and analyzes claims for additional time and compensation and provides input and recommendations to the DCE. The Assistant Division Construction Engineer is also responsible for overseeing the usage and budget for CEI’s in Division 9. The Assistant Division Construction Engineer supervises the DUE and 2 District Engineers. POS #60021019
Knowledge, Skills and Abilities / Competencies
Management prefers applicants with the following:
+ Customer service experience with internal and external customers including Division personnel and management, Municipal and County governments, consultants and contractors, elected officials, and the general public, including explaining engineering concepts to various customer groups.
+ Experience in the supervision, direction, management, and training of subordinate employees to achieve established project delivery metrics.
+ Experience with interpreting and communicating verbally and in writing details of plans, project documents, policies, and procedures to convey information to consultants, department personnel, and others.
+ Experience leading and maintaining positive working relationships with environmental agencies, public officials, consultants, contractors, and NCDOT staff, in order to find acceptable solutions to infrastructure project problems.
+ Knowledge of NCDOT and FHWA Policies, Procedures, and guidelines, as well as established practices and principles of Transportation Engineering.
Additional Expectations:
Ability to make final approval for complex or a broad variety/scope of program/projects specifications for completeness, compatibility, compliance with engineering principles, standards, codes, and design needs. Ability to research alternatives and design or analyze special details for non-standard items of work for programs/projects. Ability to determine program/project priorities, processes, and procedures. Ability to manage complex or broad variety/scope of programs/projects for completeness, compatibility, compliance with engineering principles and design needs and standards; ability to resolve/approve major project/program changes. Ability to independently make final recommendations and may require ability to make decisions that require specialized engineering and/or program knowledge (Decisions may not be technically reviewed). Ability to collaborate with others in finding solutions to controversial or sensitive matters that establish precedents. Ability to serve as technical expert in the area of assignment and may require ability to represent the agency as an expert. Compliance with engineering principles, standards, codes, designs and statutes. Addresses conflicting design constraints.
Safety-toed shoes required.
The selected applicant will be expected to legally operate a motor vehicle.
Registration as a Professional Engineer in the State of North Carolina is preferred.
Minimum Education and Experience Requirements

Bachelor’s degree in engineering from an appropriately accredited institution and a minimum of six years progressive engineering experience including four years of supervisory experience; or an equivalent combination of education and experience.
Necessary Special Qualifications:
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
