Description of Work

Position is based in the Clinton Resident Engineer’s Office and serves as Senior Assistant Resident Engineer supervising employees responsible for stakeout and inspection of roads and structures in contract highway construction including the supervision of Contract Construction Inspectors. Must be proficient at plan reading, highway engineering calculations, and survey instruments necessary to supervise the stake-out of line grade for roadways and structures. Duties include preparation of monthly estimates, final estimates, and written and oral communication with contractors, inspection personnel, utility companies and general public to ensure compliance with contract plans, standards, and specifications.
Knowledge, Skills and Abilities / Competencies
Management prefers applicants with the following:
+ Knowledge of contract administration to ensure projects are constructed in accordance with the department’s specifications, standard drawings and policies
+ Experience in performing engineering analysis on complex contract administration issues, and the timely approval / denial of these issues through supplemental agreements and claims
+ Experience supervising the work of others, to include supervision of Construction Engineering Inspection personnel, to meet department goals
+ Customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups
+ Experience in the management of multiple projects and directing multiple work crews
Additional Expectations:
Preference will be given to registered Professional Engineers. Employee will traverse uneven and difficult terrain. The selected applicant will be expected to legally operate a motor vehicle in all kinds of weather including snow and ice.Position is subject to emergency callback during adverse weather and other extreme circumstances. Could be subject to some night and weekend work dependent upon construction project schedules. Minimal supervision from Resident Engineer. Safety toe shoes required.
Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
Necessary Special Qualification
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
