    The N.C. Department of Transportation (NCDOT) Division of Aviation, a recognized leader in air mobility innovation, promotes the economic well-being of North Carolina by developing a safe and robust air transportation system. As the state’s aviation authority, the division manages state and federal airport infrastructure development, grant projects, in collaboration with local government owners of the state’s 72 public airports, the integration of advanced air mobility and unmanned aircraft systems for business and government use, airport professional development, aviation workforce development and flight services for state agencies.

     

    The Airport Project Manager serves on the Division’s Development team, which manages state and federal grant programs and provides planning and technical assistance for infrastructure development at the state’s 72 public use airports. The position reports to the Lead Airport Project Manager. This position manages activities and reports for four key areas of responsibility:

     

    + Reviewing, commenting on and approving plans, designs and costs for construction and maintenance of asphalt pavement, lighting systems, and facilities for a regional portfolio of public use airports.

    + Conducting independent fee estimates and independent fee assessments to ensure proposed costs for professional services are fair and reasonable.

    + Developing/collaborating in the development of new administrative systems and processes required by state and federal funders.

    + Managing projects that help N.C. public airports adopt, manage and leverage rapid advance of new technologies that are changing the face of aviation.

    In this role you will:

    + Lead resolution of complex engineering and compliance issues

    + Remain knowledgeable of state and federal regulations required for publicly funded airport development.

    + Identify and collaborate with staff and stakeholders to investigate and clearly articulate engineering and compliance challenges that arise and develop solutions required to resolve them.

    + Convene stakeholders, as appropriate, to investigate and bring decision-makers to resolution.

    + Document and report on issues and their resolution to provide an accurate public record.

    + Manage special projects that support system innovations and compliance

    + Manage projects that enable N.C. public airports and the airport system to manage and leverage advanced technologies to support air transportation.

    + Develop project scope, plans, milestones, schedule and budget to achieve assigned projects.

    + Assemble appropriate team members and stakeholders to inform, support and complete projects.

    + Manage projects to achieve desired outcomes.

    + Document and report on projects to provide an accurate public record.

    + Establish and maintain working relationships with key stakeholders

    + Remain knowledgeable of the public and private stakeholders required for airport development success.

    + Cultivate effective working relationships through direct contact and participation in professional conferences and events.

    + Support strategic and annual work planning and reporting

    + Participate in the division’s strategic and annual work planning activities to help set direction and identify goals and objectives for advancing its mission.

    + Track and report on progress and results.

    + Contribute to reporting and outreach

    + Support development of outreach materials for stakeholders (presentations, reports, informational materials, guidance, newsletter stories, press releases, social media posts, etc.) that promote awareness, compliance and support for airport development.

    + Deliver presentations, as assigned, to educate and engage key stakeholders.

     

    Knowledge, Skills and Abilities / Competencies

    Management Preferences:

    + Knowledge of principles and practices of civil engineering as they apply to aviation and/or transportation design practices, plan and specification review, and technical solutions for construction challenges.

    + Experience in using engineering judgement and best practices to manage multiple, simultaneous projects at different stages of work.

    + Experience working in a team environment to complete assignments, as well as building relationships with internal/external stakeholders and resolving conflicts.

    + Experience in resolving customer service-related problems that involve relaying complicated engineering concepts to various customer groups.

    + Experience with budget management, tracking schedules, creating spend plans, and phasing construction stages based on these constraints.

     

    Minimum Education and Experience Requirements

    Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.

     

    Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
