    General Statement of Duties

     

    The Wildfire Planning & Fuels Management Manager is responsible for planning, organizing, and managing wildfire risk reduction programs. This includes overseeing the development and implementation of the Community Wildfire Protection Plan (CWPP), coordinating the Defensible Space Program, managing fuels mitigation efforts, conducting wildfire-related policy and code development, public education, grant writing and administration, and contract oversight.

    Examples of Duties Performed - Duties may include but are not limited to the following

    + Coordinate the development, implementation, and periodic review of the Community Wildfire Protection Plan (CWPP), integrating policy analysis, interdepartmental input, and community feedback.

    + Collaborate with Fire Marshal and Operations staff to evaluate and refine defensible space and home ignition zone initiatives, ensuring alignment with best practices and risk data.

    + Analyze wildfire fuels management strategies and recommend prioritized actions based on ecological conditions, community risk, and regulatory compliance.

    + Support the integration of wildfire mitigation into citywide emergency management, hazard mitigation planning, and land use policies through technical consultation and analytical review.

    + Conduct research and develop policy proposals, administrative procedures, and programmatic recommendations related to wildfire planning, land use, and vegetation management.

    + Prepare detailed reports and presentations for internal leadership, partner agencies, elected officials, and the public, incorporating technical findings and strategic implications.

    + Draft and monitor program budgets, prepare financial forecasts, and support budgetary decision-making through cost-benefit analysis and performance evaluation.

    + Identify grant opportunities, write applications, and manage reporting requirements, including performance tracking, budget compliance, and programmatic outcomes.

    + Oversee contract development and administration, including scope definition, vendor selection, and performance evaluation.

    + Design and implement public education and community outreach campaigns focused on wildfire preparedness, risk reduction, and mitigation strategies.

    + Serve as the department’s technical representative in regional and interagency wildfire planning forums, working groups, and collaborative projects.

    + Track, analyze, and interpret wildfire risk data, using specialized tools/models to inform and prioritize planning/mitigation efforts.

    + Provide technical guidance to internal staff, city leaders, and external stakeholders on emerging wildfire resilience strategies, policy development, and implementation.

    + Ensure alignment of program efforts with citywide strategic plans, regulatory requirements, and community safety goals.

    + Address and resolve complex problems and issues with political sensitivity.

    + Actively supports and respects diversity in the workplace.

    + Performs related and other duties as assigned.

    Minimum Qualifications

    Experience

    Four and a half (4.5) years of professional experience in wildfire prevention, fuels reduction, fire planning, emergency management, or related program development, including at least one (1) year of supervisory or program management experience.

     

    Demonstrated experience in coordinating complex initiatives is preferred.

    Education

    Equivalent to a bachelor’s degree from an accredited college or university in forestry, ecology, fire science, environmental planning, natural resources, or a related field.

     

    Background

     

    Must pass a background check.

     

    Physical

     

    Must pass a physical assessment and drug test.

     

    License

     

    Valid Oregon driver’s license [or, the ability to obtain by date of hire]; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

    + Knowledge of wildland urban interface (WUI) codes, land use policy, and vegetation management.

    + Proficiency in designing, evaluating, and implementing wildfire mitigation programs.

    + Experience in managing budgets, grants, contracts, and vendor relationships.

    + Ability to lead public education and community outreach initiatives.

    + Familiarity with emergency management planning and prescribed fire procedures.

    + Skill in stakeholder engagement, public speaking, and meeting facilitation.

    + Proficiency in data analysis, risk assessment, and decision-making.

    Supplemental Information

     

    Working Conditions

     

    This position includes a mix of office work, meetings, and fieldwork. Travel is required throughout Eugene, Springfield, and nearby fire districts, including areas where homes and wildland vegetation meet. Fieldwork may involve visiting areas with thick vegetation, steep hills, or uneven ground. There may be exposure to smoke, dust, and ashes from prescribed burns or wildfire areas, as well as working in hot, cold, rainy, or snowy weather. The employee may encounter insects, animals, or plants that can cause allergic reactions or discomfort.

     

    Office work involves sitting for long periods, using a computer, and attending meetings. The job may require lifting up to 30 pounds, bending, or reaching while setting up equipment or materials. The position requires comfort working outdoors in changing or difficult conditions, wearing safety gear during field visits or when observing wildfire prevention work, and communicating clearly in person and over phones or radios. Flexibility is needed to work early mornings, evenings, weekends, or longer hours when required. Occasional travel outside the area may be necessary for training or meetings with partner agencies.

     

    Non-Represented Retirement Program

     

    Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.

     

    From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296.
