JOB SUMMARY: Under general supervision, serves as a junior engineer performing engineering assignments. Provides engineering assistance developing project plans, designs, or traffic engineering studies and other related documents, field experience with traffic signals and ITS hardware, cost estimates and other engineering technical reports for transportation projects.
PRIMARY DUTIES & REPSONSIBILITES:
This position will serve as a traffic engineer in the traffic signal group of Traffic Operations which is responsible for supporting the operation and maintenance of traffic signals around the state. This position will report to an Assistant State Signal Engineer and assist with managing signal operations and contracts in one of six regions in the state. Responsibilities will include a broad range of activities associated with traffic signals based on current needs and goals of the department to include:
+ Monitoring and evaluating traffic signal performance metrics.
+ Developing and implementing signal timing and operational changes,
+ Preparing or reviewing traffic signal designs,
+ Coordinating and assisting district signal staff with operational and maintenance needs,
+ Reviewing consultant signal timing changes and plans,
+ Monitoring communication in region,
+ Assisting with program and contract management,
+ Tracking budgets and approving invoices,
+ Implementing new initiatives and policies as statewide signal operations evolves.
+ Other duties as assigned.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.
ENTRY QUALIFICATIONS:
+ Bachelor’s degree in civil engineering or civil engineering technology, engineering with a civil specialization, construction engineering or other engineering/engineering technology field of study and six (6) months of job-related experience.
+ Note: Additionally, foreign degrees require a completed Equivalency Evaluation by NCEES along with an official transcript
AGENCY SPECIFIC QUALIFICATIONS:
+ Advanced level knowledge of traffic engineering principles, methods, policies and procedures.
+ Demonstrated knowledge of engineering standards and guidelines specifically related to traffic signals
+ Demonstrated knowledge of interpretation and application of ATSPMs on signal timing and operation
+ Demonstrated ability to analyze data to make operational or design decisions.
+ Demonstrated experience preparing and reviewing clear, organized written engineering documentation and reports.
+ Demonstrated experience using basic computer applications such as word processing and database management programs.
+ Demonstrated experience reading and interpreting pertinent information on plans, maps, and graphs quickly and accurately.
+ Committed to providing quality customer service.
+ Displays a high level of commitment toward work and a high standard of ethical conduct; displays a professional image.
+ Ability to motivate and promote teamwork.
AGENCY PREFERRED QUALIFICATIONS:
+ Possesses EIT (certification as an Engineer-in-Training).
+ Demonstrated ability to manage a contract, project or program
+ Demonstrated ability to track and manage a budget
+ Demonstrated ability to organize work including balancing resources to manage conflicting deadlines in a manner that achieves all project goals.
+ Demonstrated experience to work independently of direct supervision and guidance
+ Possess strong oral communication skills with the ability to express ideas and facts to groups and individuals.
+ Demonstrated experience working and communicating with supervisors, local officials, engineering consultants, other Department of Transportation offices, Federal Highway Administration (FHWA) and the public to meet their needs.
+ Demonstrated knowledge of the organizational structure, policies, rules and regulations of the Georgia Department of Transportation.
+ Demonstrated experience as a manager or lead worker, providing supervision, training and evaluation of others’ work and promoting a positive environment.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
