Actalent Honolulu is seeking an Integrity Management Program Engineer to lead regulatory compliance and engineering efforts for gas pipeline systems across Hawai‘i.
The Integrity Management Program (IMP) Engineer develops, implements, and manages the statewide IMP to ensure compliance with DOT PHMSA regulations. This role involves leading complex engineering projects, coordinating with internal and external stakeholders, and serving as a subject matter expert on pipeline integrity and safety. The ideal candidate is technically proficient, detail-oriented, and experienced in regulatory compliance and gas system operations.
Key Responsibilities:
+ Manage large-scale projects involving gas distribution and transmission systems.
+ Develop project schedules, budgets, and resource plans.
+ Oversee quality control, documentation, and regulatory compliance.
+ Design and develop specifications for gas pipeline systems.
+ Coordinate with consultants, contractors, and government agencies.
+ Review construction plans and ensure alignment with IMP requirements.
+ Serve as SME for DOT regulations and conduct internal audits.
+ Track compliance with federal pipeline safety requirements.
+ Support programs such as Damage Prevention, Control Room Management, and LNG Compliance.
+ Prepare and submit annual DOT and NPMS reports.
+ Maintain and update O&M manuals and emergency response plans.
+ Act as primary liaison during DOT audits.
+ Utilize GIS, MS Project, and other tools for planning and analysis.
+ Research new technologies to improve efficiency and reduce costs.
Other Responsibilities:
+ Monitor regulatory changes and assess company impact.
+ Support additional compliance areas (e.g., tariffs, utility reports).
+ Conduct incident investigations and promote safety culture.
+ Maintain clean and safe work environment.
Qualifications:
+ Bachelor’s degree in Mechanical or Civil Engineering.
+ 5+ years of field experience in the gas or liquid pipeline industry.
+ 2+ years of project management experience.
+ Strong knowledge of CFR 49 Parts 191–193, NFPA, ASME, API, OSHA, and local codes.
+ Proficient in Microsoft Office, MS Project, GIS, and engineering software.
Preferred Experience & Certifications:
+ Experience in union environments and permitting processes.
+ Familiarity with NEC, PUC rules, and customer/accounting systems.
+ Engineer in Training (EIT), PE, or PMP certification.
+ Proficiency in Large Language Models (LLMs).
Licenses:
+ Valid Hawai‘i Driver’s License.
+ May require certifications for access to controlled facilities (e.g., TWIC).

Pay and Benefits
The pay range for this position is $80000.00 - $115000.00/yr.
