Project Manager, Housing and Community Development
ICF seeks a self-motivated **PROJECT MANAGER** with experience in the fields of housing and community development to act as an integral member of our technical assistance team, leading capacity-building efforts for the U.S. Department of Housing and Urban Development Office of Community Planning and Development. The Project Manager will also support direct state and local government consulting contracts. This position requires experience and subject matter expertise with HUD’s HOME Investment Partnerships Program (HOME), national Housing Trust Fund (HTF), Community Development Block Grant (CDBG), CDBG-Disaster Recovery (CDBG-DR), and related programs. State and local housing and community development experience is desired, especially with jurisdictions that have made substantial investments of state/local funds in housing and/or community development.
The **Housing and Community Development Project Manager** will be responsible for coordinating, leading, and supporting a wide range of technical assistance assignments. Specific duties may include: providing direct technical assistance guidance to a variety of audiences and stakeholders, delivering training and developing products and written materials designed to help improve the effectiveness of local housing, community, and economic development efforts, informing the planning and implementation associated with the development or preservation of affordable housing rental projects, and working with community stakeholders to determine the highest impact use(s) of housing and community development funding.
What you'll be doing
+ Leading components of large and small technical assistance and training engagements, assisting cities, counties, states, tribes, and non-profit entities in the design and implementation of policies and programs.
+ Delivering engaging in-person and virtual training and presentations with confidence by incorporating concrete examples and stories to illustrate points and maintain audience attention
+ Drafting written products and tools for specific engagements and shared nationally to address specific compliance challenges related to funding requirements and long-term housing and community development solutions.
+ Advising communities on program design, strategic planning, program effectiveness, and investment strategies aimed at strengthening local, regional, and statewide responses to the nationwide housing crisis.
+ Leading teams, managing budgets, overseeing project deliverables, and ensuring effective communication with HUD and HUD TA recipients, as well as state/local clients.
+ Tracking priorities to ensure the completion of projects in an accurate, timely, and cost-efficient manner.
+ Providing advisory and consulting services to clients through training sessions, one-on-one conversations, and written products by applying techniques, concepts, and methods related to a particular field of specialization.
+ Performing quality control on products and tools to ensure compliance with regulations and ensure consistency and accuracy.
Basic Qualifications
+ Bachelor’s degree in Planning, Public Policy, Government, or related discipline. Master’s Degree preferred.
+ Minimum 5 years of direct experience at a consulting firm, non-profit, or state/local government HUD grantee working on the creation of affordable housing, developing affordable housing strategies, and designing/implementing community development initiatives
Additional Qualifications We Expect You To Have
+ Project and personnel management skills and experience
+ Knowledge and/or experience with the HOME Investment Partnerships Program (HOME), national Housing Trust Fund (HTF), Community Development Block Grant (CDBG), CDBG-Disaster Recovery (CDBG-DR), and/or related HUD programs
+ Demonstrated knowledge of affordable housing and community/economic development program implementation at the state and/or local levels
+ Understanding of mainstream housing and community development programs and initiatives, including strategies for combating NIMBYism and recruiting community partners, developers, and investors for the development and preservation of affordable housing is a plus
+ Knowledge and/or experience with state and locally funded housing and community development initiatives is a plus
+ Willingness to travel on occasion

+ Ability to communicate effectively with both technical and non-technical audiences
+ Comfort with a remote team environment

**Pay Range** - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$73,722.00 - $125,327.00
