    THE POSITION

    The Department of Environmental Protection is actively looking to hire a Hazardous Waste Permitting Program Specialist. In this pivotal role, you will serve as the primary staff member responsible for overseeing the implementation and assessment of the Corrective Action Work Share and Financial Assurance components of Pennsylvania's hazardous waste management program. Your expertise will be crucial in providing technical support to both regional and central office staff, as well as to regulated entities, ensuring that these essential programs are executed with efficiency, effectiveness, and uniformity across the Commonwealth.     DESCRIPTION OF WORK

    In this position, you will serve as a key liaison among various departmental bureaus and offices, as well as with state and federal entities, specifically focusing on hazardous waste corrective action and financial assurance initiatives. Your responsibilities will include making routine decisions guided by established regulations, policies, and directives. You will also be tasked with the development and revision of policy and procedural guidance documents to ensure compliance and clarity. Additionally, you will prepare scopes of work for contracts and oversee the procurement of contractors through the Department of Environmental Protection's Contracts, Procurement, and Bonding Division.

     

    A significant aspect of your role will involve coordinating and assessing the statewide hazardous waste corrective action work share program, as well as preparing mid-year and end-of-year progress reports for the Environmental Protection Agency. You will also be responsible for drafting annual financial assurance notifications to facilities permitted under the Resource Conservation and Recovery Act. As the Project Manager and Project Officer, you will oversee work activities related to the corrective action work share program, review and provide feedback on proposed legislation and regulations pertinent to Pennsylvania's hazardous waste program, and monitor any planned or proposed changes to the federal hazardous waste program to ensure alignment and compliance.

    Work Schedule and Additional Information:

    + Full-time employment.

    + Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.

    + Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

    + Salary: In some cases, the starting salary may be non-negotiable.

    REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

    QUALIFICATIONS

    Minimum Experience and Training Requirements:

    + Two years of experience as a Solid Waste Specialist (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration) ; or

    + Any equivalent combination of experience and training which affords the applicant the required knowledges and abilities.

    Special Requirement:

    + This position requires possession of a valid motor vehicle operator's license as issued by the Commonwealth of Pennsylvania.

    Other Requirements:
