    Minimum Qualifications

    Education

    + Bachelor¿s degree in Automotive Technology, Engineering, Automotive Maintenance Technology or a related field

    + In lieu of Bachelor¿s degree, an Associate degree, or vocational or technical school degree in Automotive Technology, Engineering, Automotive Maintenance and two (2) years of automotive maintenance and repair experience

    Experience

    + Nine (9) years of automotive maintenance experience, repair and purchasing to include five (5) years leading large automotive support teams and developing vehicle purchase roadmaps

    Certification/Licensure

    + Valid Driver¿s License in jurisdiction of residence

    Preferred

    + Technical Certification and/or Licenses in Automotive Technology, Engineering, Automotive Maintenance

    + In accordance with the Washington Metropolitan Area Transit Authority¿s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

    Job Summary

    The Fleet Maintenance Officer is responsible for the development, design, procurement, implementation, strategic operations planning, and maintenance of the MetroAccess vehicle fleet. The incumbent provides management oversight of contracted Service Delivery provider maintenance and management of MetroAccess vehicle fleet that includes vehicle retirement, replacement, and repair. The incumbent is also responsible for contributing to day-to-day tactical operations planning strategies.

    Essential Functions

    + Develops processes, monitors performance, and manages vehicle inventory and maintenance to ensure a sufficient road-ready Federal Transportation Administration (FTA) compliant MetroAccess vehicle fleet. Develops and implements an internal Quality Assurance (QA) plan in coordination with the third-party designated QA provider.

    + Partners with fleet maintenance quality assurance providers to develop, implement and maintain the MetroAccess Revenue Vehicle Fleet Maintenance Plan. This ensures ongoing service delivery providers comply with stated maintenance goals, objectives and regulatory requirements.

    + Develops strategic vehicle roadmap for MetroAccess vehicle fleet to ensure use of the latest technological and vehicle advancements to include fuel alternatives. Attends industry conferences and stays abreast of latest technical vehicle advances.

    + Develops processes that extend the vehicle service life cycle. Implements industry best practices and provides significant engagement with the QA provider.

    + Evaluates road service repair records to include the causes for out-of-service events, evaluate the need for said repairs and road service calls, determine if they were performed, and reviews impacted vehicle(s) preventive maintenance records. Conducts regular review of maintenance records and develops strong partnerships with designated maintenance staff and contractors.

    + Interfaces with senior level paratransit contractor Safety and Maintenance personnel to ensure that work is being performed according to Washington Metropolitan Area Transit Authority (WMATA) and regulatory standards. Conducts regular and ongoing meetings and site observations.

    + Ensures that WMATA and government regulated safety practices are followed at vehicle maintenance facilities, in compliance with applicable code and principles standards. Conducts regular on-site observations and actively participates in the service solicitation efforts.

    + Assesses paratransit compliance efforts to ensure technical staff adheres to the consistent application. Uses staffing reports to track certification requirements, turnover rates, and training compliance.

    + Acts as a liaison and MetroAccess Fleet Maintenance Subject Matter expert (SME) between MetroAccess and Metro Bus Maintenance to continually evaluate and improve the fleet maintenance regimen in a manner that facilitates consistency with industry best practices. Ensures a state of good repair, best practices and continuity of operations. Partners with Department of System Safety & Environmental Management (SAFE), Office of Bus Maintenance (BMNT), and the QA provider to ensure ongoing review of appropriate data points and scheduled maintenance activity.

    + Functions as the public facing vehicle design and maintenance subject matter expert to promote the customer and business needs of/for paratransit vehicles. Attends Accessibility committee meetings, participates in technical evaluation and solicits MetroAccess vehicle proposals. Develops statements of work for MetroAccess vehicle and accessory purchases/solicitations.

    + Ensures staff training and development on all maintenance, and vehicle operators on vehicle use, new features, and vehicle safety components, to promote the safe and effective use of enhancements and all safety functions. Develops training material and uses manufacture provided safety material to promote adherence to expectations.

    + Provides recommendations for lowering vehicle-operating expenses and reduce idle time of vehicles, to align with WMATA¿s goal of fiscal responsibility. Partners with other comparable size and service paratransit organizations to analyze industry best practices.

    + Participates in cross functional problem-solving to ensure continuous improvement to the environment and adherence to corporate norms and values. Participates in ongoing cultural sensitivity training efforts, develops emotional intelligence, and regularly improves interpersonal skills.

    + Conducts analysis of vehicle status and makes recommendations for timely replacement, transfer and disposal of all vehicles to improve cost-efficiencies, to ensure positive fiscal responsibility and adherence to vehicle life-cycle expectations. Participates in ongoing site observations and report reviews.

    Other Functions

    + Partners with the designated QA provider to develop and implement a series of effective evaluation criteria of maintenance practices and contractor maintenance performance.
