    Summary You will serve as a SUPERVISORY CHEMIST in the LAB QUALITY & ACCREDIT OFFICE (1561), QUALITY PERFORMANCE CONTROL DIVISION (1560), NAVALY SHIPYARD SUPPORT OFFICE (1500) of NORFOLK NAVAL SHIPYARD. Responsibilities You will be responsible for the scientific, analytical and technology services and guidance to the shipyard and other naval activities in the fields of chemistry, metallurgy, materials engineering. You will be responsible for all functional, technical and associated operations of the division consisting of three branches and approximately 75 professional and technical personnel. You will continuously and constantly improve work processes and utilize manpower and material resources effectively and efficiently to support the mission of the Shipyard. You will participate in ensuring manpower and material costs are directly linked to program/mission objectives, monitors expenditures to remain within approved budget levels. You will review the overall workload of the division, determine necessary actions and capabilities for accomplishment, sets order and work and time limits for accomplishments. You will establish and be responsible for internal policy, procedures and methods of management of the laboratory, including overall direction of various diversified technical and Quality Control programs. You will promote efficiency by continually improving work process. You will direct quality assurance actions, which require laboratory testing, scientific services or investigations. You will oversee training and development needs of the division to ensure compliance with requirements and division training plans. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting assign research, development, test, training, and evaluation programs as directed; Experience formulating long and short-range program plans for maintenance, development and improvement for Laboratory analytical capabilities to meet immediate and projected customer requirements; Experience in developing Division-wide operating budgets, training plans, and equipment procurement plans; Experience managing a technical laboratory, plan and direct professional scientific work, including research and development; Experience in Federal laws and guidelines pertaining to environmental analysis laboratory's third party accreditation requirements, statistical quality control methods and auditing. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
