Definition
This position will lead the implementation, outreach, and enrollment effort for Columbus Water and Power's Low-Income Discount Program. This role will be responsible for building community trust, increasing program participation, managing eligibility processes, and ensuring equitable access to utility affordability initiatives. The ideal candidate will be passionate about public service, experienced in community engagement, and committed to advancing equity and affordability for underserved populations.
Preferred Experience and Training:
+ Bachelor's degree in public administration, Social Work, Urban Planning, Communication, or related field
+ 5 years of experience in community engagement, public outreach, or program management
+ Strong knowledge of low-income eligibility criteria, public benefits programs, or income verification processes
+ Excellent written, verbal, and cross-cultural communication skills
+ Ability to manage multiple community partnerships and work in diverse settings
+ Proficiency in Microsoft Office, CRM systems, and data analysis tools
+ Master's degree in related field
+ Bilingual (Spanish, Somali, or other languages common in Columbus communities)
+ Experience working with utility affordability programs or income-based discounts
+ Familiarity with Columbus communities and local nonprofit networks

Under general direction, is responsible for coordinating programs designed to develop and maintain close positive relations between neighborhood communities and the City of Columbus; performs related duties as required.
Examples of Work
(Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.)
Interacts with City officials, community leaders and members of the general public to provide information and technical assistance in the resolution of neighborhood concerns/problems;
Makes oral presentations before community and civic organizations designed to educate citizens about cultural diversity and to reduce insensitivity among diverse groups;
Evaluates the overall program effectiveness; compiles and maintains information files on City and community activities;
Provides explanation of ordinances, rules, and regulations of City, state, or federal government programs and services;
Confers with department and other City officials in the planning and development of community relations activities;
Prepares and distributes reports, newsletters, and various informational documents; posts information and oversees content on website and various social media channels;
Assists in the investigation of claims of equal employment opportunity violations; conducts surveys to determine existence of systematic discrimination;
Assists in the development and implementation of training modules for the community, staff, and general public;
Develops or updates operating manuals and/or policies establishing methods of performing work in accordance with organizational goals and objectives;
Participates in the budget development process for the community relations program;
Initiates and drafts legislation for submission to City Council;
Responds to inquiries for information from other City officials, community leaders, and the general public;
Coordinates City services in neighborhood communities such as weed/high grass removal contracts, neighborhood pride events, etc.
May supervise the activities of employees responsible for maintaining positive relations between neighborhood communities; may train and assist program staff.
Minimum Qualifications
Possession of a bachelor's degree and two (2) years of experience in public or community relations. Substitution(s): Additional years of experience, as stated above, may be substituted for the educational requirement on a year for year basis.A master's degree in one (1) of the above fields may substitute for one (1) year of the required experience.
Possession of a valid driver’s license.
