Summary This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, Executive Director, Senate Office Buildings, Tenant Services Division, Furniture Branch. The incumbent serves as the Supervisory Property Manager, responsible for leading and managing comprehensive logistics, supply chain, and asset management operations supporting over 250 Senate offices and facilities. Responsibilities The incumbent provides expert-level leadership in supply forecasting, warehousing, distribution, and procurement, overseeing a $25M historic furniture inventory and managing an annual budget of $1–2M. This role requires close coordination with Senate staff, AOC senior leadership, and cross-functional teams. Logistics and Supply Chain Operations Serve as the senior logistics and supply chain expert, overseeing acquisition, storage, distribution, and disposal of materials and equipment. Manage complex supply chain operations including forecasting, inventory control, strategic sourcing, and modernization initiatives. Ensure compliance with federal procurement laws, OSHA standards, internal audit requirements, and applicable policies. Supervise multi-million-dollar procurement and post-award administration processes. Oversee logistics and utilization of 80,000 square feet of warehouse space across three facilities. Coordinate delivery and placement of furniture to approximately 100+ offices daily, including support for major events like the State of the Union. Maintain and enhance data systems for tracking inventory and reporting. Manage customer service, tracking work orders through CAFM, and ensuring minimal disruption to office operations. Analyze supply chain metrics and lead continuous improvement efforts to reduce waste and optimize performance. Supervisory Responsibilities Direct a team of logistics, inventory, and warehouse personnel. Conduct performance management, mid-year and end-year reviews, and recommend awards and training. Assign, review, and prioritize work; resolve grievances and disciplinary matters. Maintain Contracting Officer Representative (COR) certification and oversee contract work and inspections. Make decisions regarding in-house vs. contracted work and approve vendor performance and payments. Collaborate with GS-15 Division Directors, SR-level executives, and external stakeholders. Establish and revise policies aligned with federal guidance, GAO standards, and best practices for asset lifecycle management and operational efficiency. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-12) grade level in the Federal service that demonstrates the following: Managing logistics or property operations, including inventory management, warehousing, or the distribution of equipment and supplies. Tracking and accounting for property in accordance with federal regulations and internal control policies. Assisting with procurement planning or performing post-award contract administration.
