    Summary You will serve as a MANAGEMENT AND PROGRAM ANALYST in the OPNAV N1/PERSONNEL, MANPOWER AND TRAINING of NAVY MILITARY PAY OPERATIONS AND ACCOUNTING. Responsibilities You will serve as the Navy Government Travel Charge Card (GTCC) Coordinator/Administrator for the BSO. You will oversee the planning, scheduling, and executing of projects concerned with the analysis and evaluation of GTCC programs and initiatives. You will coordinate team efforts in meeting project objectives. You will coordinate the development of organizational performance measurement tools (e.g., metrics, analysis systems) to assess efficiency, effectiveness, and compliance with regulatory procedures. You will deliver presentations to senior management to persuade audience towards recommended strategic and operational plans. Requirements Conditions of Employment Qualifications FOR GS 13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS 12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provides day to day management of all travel card operations; 2) Develops and implements business and financial acquisition requirements, 3) Coordinates, develops, publishes and disseminates travel card policy and training materials; and 4) Preparing reports and delivering briefings to management to address problems and recommendations. FOR GS 12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS 11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducts analysis, performs, and advises on work in all aspects of defense travel, to include: temporary duty and Permanent Change of Station (PCSP travel; GTCC management; and Defense Travel System (DTS) administration; 2) Provides oversight, functional control, training, analytical support to all commands; 3)conducts analysis to ensure the efficient and effective execution of government travel within the department and for the organization; 4) Directs the functions, work efforts, and provides expert level guidance to commands on GTCC management NOTE: This information must be supported in your resume to be considered for the position. .
