Position: Senior Contract Administrator
Position Summary:
IMRI is seeking a highly skilled and experienced Senior Contract Administrator (Site Lead) to join our team. This pivotal role is essential to ensuring the successful execution of contracting activities within a Federal Government customer. As the Site Lead, you will provide leadership, technical direction, and expert guidance to acquisition personnel while safeguarding compliance with federal acquisition regulations. This position offers the opportunity to make a significant impact by supporting mission-critical procurement and contracting operations.
Key Responsibilities:
As the Senior Contract Administrator (Site Lead), you will be responsible for the following:
Contract Administration and Compliance
+ Safeguard all information in accordance with FAR 3.104.
+ Assist in the development and execution of approved acquisition strategies.
+ Prepare and maintain file documentation for competitive and non-competitive procurements for Contracting Officer (CO) review and approval.
+ Provide advice, recommendations, research, and analysis to support CO decisions on contractual issues.
+ Ensure compliance with acquisition policies, regulations, and directives.
Procurement Support
+ Prepare electronic synopsis announcements, task orders, modifications, solicitations, and amendments for CO approval and issuance.
+ Assist in the development of evaluation criteria, source selection plans, and award fee plans.
+ Support source selection teams in evaluating proposals in accordance with FAR Part 15 and applicable supplements.
+ Conduct technical and cost/pricing data analysis to support evaluations of contractor proposals.
Leadership and Coordination
+ Act as the Site Lead, providing clear leadership and technical direction to lower-level acquisition personnel.
+ Support meetings, conferences, and site visits as required.
+ Coordinate with the Defense Finance and Accounting Service (DFAS) or other paying activities to ensure timely payment of vouchers and proper fund management.
Documentation and Reporting
+ Prepare draft briefings, correspondence, agency reports, and legal documents.
+ Construct agency reports and draft responses to protest actions or claims against the agency.
+ Enter, review, and update contractual documentation in contract writing systems and specialized databases.
+ Track milestones and assist in contract closeouts.
Administrative Support
+ Provide general administrative support to Contract Negotiators and Contracting Officers, including file preparation, drafting documents, and responding to management queries.
+ Assist in the distribution of contractual documents and preparation for discussions/communications with offerors.
Additional Tasks
+ Fulfill all tasks required as the Site Lead, ensuring smooth operations and adherence to contractual obligations.
+ Support Freedom of Information Act (FOIA) requests, Inspector General/General Accounting Office (IG/GAO) inquiries, and Congressional inquiries.
Experience:
+ 10+ years of contracting experience supporting a Federal Government Agency, with a preference for Department of Air Force contracting.
+ At least 3 years of experience in base-level support, including purchasing commercial supplies/services and minor construction.
+ Preferred experience in construction contracting.
Education:
+ Bachelor's degree in any field (additional experience may substitute for a degree: 12+ years of contracting experience supporting a Federal Government Agency or 10+ years within the Department of Air Force without a degree).
Certifications:
+ DAWIA Contracting Professional, FAC-C Professional, or equivalent certification.
Required Knowledge and Skills:
+ Strong oral and written communication skills.
+ Expertise in conducting comprehensive research and analysis of technical and cost/pricing data.
+ Ability to interpret acquisition policies, regulations, and directives.
+ Proven leadership skills with the ability to provide technical direction and guidance to acquisition personnel.
