    THE DIVISION

    The Human Capital Division acts as a strategic business partner and consults with all employees and managers on human resources functions and issues for a 350-person agency. Human Capital handles various day-to-day human resources operations including: human resources, talent acquisition, onboarding, learning and professional development, labor and employee relations, career counseling, payroll, time and leave, benefits, analytics, civil service, employee engagement and experience, as well as other related topics.

    THE ROLE

    Reporting to the Director of Human Capital, the ideal candidate will have demonstrated experience leading a human resources team, or serving as a senior leader acting as a trusted advisor. This role requires deep empathy and a commitment to building trust and treating all employees with dignity and respect, fostering a transparent, welcoming and inclusive environment. The incumbent will co-lead a dynamic, service-oriented Human Capital team of approximately (11) staff responsible for developing and executing strategies and initiatives to support the employees of this fast-paced agency. The Deputy Director will lead and work on human resources projects and initiatives that drive the culture and morale of this remarkable agency.

    RESPONSIBILITIES INCLUDE:

    - Co-leading the Human Capital division, in partnership with the Director of Human Capital/Agency Personnel Officer, in the following functions: human resources, talent acquisition, onboarding, learning and professional development, labor and employee relations, career counseling, payroll, time and leave, benefits, analytics, civil service, employee engagement and experience, as well as other related topics.

     

    - Improving the effectiveness of DCP’s workforce through focused professional development and training programs

     

    - Working with divisional leaders and external parties to understand current and future workforce needs, skill gaps and appropriate training remedies

     

    - Coordinating logistics and trainers for this robust program, and soliciting feedback to continually improve the offering

     

    - Driving and executing the agency’s Talent Review Process, including, but not limited to, career paths, career counselling and development planning

     

    - Continuing to streamline and manage our performance management system, and identifying and deploying relevant process improvement and/or training opportunities

     

    - Ensuring new staff is effectively and seamlessly on-boarding new employees, including effective execution of our New Hire Orientation program

     

    - Performing ad-hoc analyses of significant human capital initiatives

     

    - Collecting and analyzing data on hiring, retention, attrition, demographics, diversity, and training

     

    - Supported by the EEO and Executive Office, drive diversity-related initiatives that encourage diversity, equity and inclusion

     

    - Ensure a robust short-term and long-term diverse talent pipeline, with recruitment strategies that attract, retain and develop a workforce that reflects the rich diversity of NYY

     

    - Special Projects, as needed

    ADMINISTRATIVE STAFF ANALYST - 10026

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

    2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

    3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

    4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

    5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

    Salary Min: $130,000.00
