    Job Description

    The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

     

    The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system.

     

    BEDC’s In-House Design (IHD) directorate provides design and engineering services to meet operations’ needs in a manner consistent with BEDC’s core values of safety, schedule, quality, and customer service. IHD supports projects from the business case through preliminary design, design, procurement construction, and finally with the turnover to operations. The directorate includes two divisions: Design Services and Engineering Services.

     

    IHD’s Engineering Services includes the Quality Assurance, Laboratory Services, Specifications/Standard Operating Procedures, Sustainability, and BIM/CADD sections. The Engineering Services division focuses on project’s sustainability, resiliency, laboratory material testing, quality reviews and inspections, standardization of documents, project delivery standards and uses current BIM/CADD technology to streamline engineering design processes.

     

    IHD’s Design Services includes Architectural, Site Civil, Structural, Process Mechanical/HVAC, Water Tunnel Mechanical Systems, and Electrical discipline sections. Each design section prepares design and construction documents including engineering plans and specifications for the construction of water supply, sewer, and wastewater treatment infrastructure. They also provide design services during construction. IHD projects are typically of the highest priority for the Agency. The projects worked on are some of the largest public works contracts administered by the City. They are vital to the health and welfare of the citizens of New York and allow the designers to leave a lasting legacy by creating facilities that will be utilized for generations to come.

     

    The projects will vary as programs advance to completion and new projects are initiated. Currently, work in process (totaling over $4 Billion) with In-House Design include:

     

    - City Water Tunnel Number 3

     

    - Rondout West Branch Tunnel Bypass

     

    - New Clove Pump Station

     

    - Main Sewage Pumps at Owls Head Wastewater Recovery Facility

     

    - Kensico Eastview Connection Tunnel

     

    - Hannah Street Pumping Station Upgrade

     

    - Sapphire Street Pump Station

     

    BEDC’s IHD is seeking to hire a Deputy Director to oversee the work of the Design Services division.

     

    The selected candidate will lead the division, ensuring that services are provided to support DEP’s operating bureaus’ capital construction requirements in alignment with the BEDC’s core values of safety, schedule, budget, quality, and customer service. This role involves overseeing the work of the Division optimizing the design of each project.

     

    The candidate will represent the Division within BEDC, with client bureaus such as BWT (Bureau of Wastewater Treatment), BWSO (Bureau of Water and Sewer Operations), BWS (Bureau of Water Supply), and other stakeholders. The goal is to ensure that project designs, engineering solutions, and outcomes align with the expectations and needs of the client bureaus. This requires a deep understanding of the respective bureaus’ operational priorities, challenges, and strategic goals. This will involve facilitating communication and collaboration between different groups to resolve any issues that arise during the project lifecycle, as well as ensuring that the overall project goals are met effectively and efficiently.

     

    A key responsibility will be conducting comprehensive organizational and workload analyses to maximize the productivity and effectiveness of the IHD program. The selected candidate will evaluate current resources and processes, identifying areas for improvement, and will make informed recommendations for optimizing staffing levels, strategic hiring practices, and organizational development initiatives. Additionally, they will lead employee career development programs, ensuring that team members are empowered with the tools and opportunities to grow professionally and contribute to the success of the division.

     

    The ideal candidate will bring a combination of technical expertise, leadership skills, and a deep commitment to the agency’s core values. They should be a proactive problem-solver, a strong communicator, and an advocate for continuous improvement in both project execution and staff development.

    PREFERRED SKILLS

    - Minimum 10 years of full time Civil, Mechanical or Electrical Engineering experience with emphasis on engineering design

     

    - Extensive managerial experience, including conflict resolution

     

    - Experience delivering large complex projects requiring expert engineering background

     

    - Excellent oral and written communication skills towards technical and non-technical audiences

     

    - Comfortable working with engineering design teams as well as with Agency Senior Staff

     

    - Experience leading staff to achieve objectives under difficult conditions

     

    - Excellent analytical skills

     

    - Candidate must possess a valid NYS Driver’s License

    ADMINISTRATIVE ENGINEER - 10015

    Qualifications

    1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
