    Senior Vice President for Finance and Administration

    POSITION DETAILS

    Kingsborough Community College (KCC), founded in 1963, is a community college located in Manhattan Beach, Brooklyn, and one of 25 institutions within the City University of New York (CUNY) system. KCC is committed to its mission of providing access to high quality educational opportunities for a diverse population, both in career-related fields and in the liberal arts and sciences, to promoting student learning and development, and to strengthening and serving local communities. With an annual operating budget of $186M and a projected capital budget of $250 million to be spent over the next 10 years, the college enrolls approximately 20,000 degree, dual enrollment (high school students taking college coursework), and continuing education students each year. KCC consistently ranks among the leading community colleges in the country in associate degrees awarded to minority students. The college has been designated one of the leading community colleges in the United States multiple times by the prestigious Aspen Institute College Excellence Program and is also an Achieving the Dream Leader College of Distinction.

     

    Kingsborough seeks a knowledgeable, experienced, dynamic and innovative leader to serve as Senior Vice President for Administration and Finance.

    Position Overview:

    Reporting to the President, the SVP will provide strategic leadership and oversight of operations, finance, information technology, human resources, facilities, auxiliary entities, and other administrative units of the college. The SVP will support operations and accountability for the Kingsborough Community College Foundation and serve as a senior member of the President’s Cabinet. The following positions will report directly to the SVP: Vice President for Finance and Administration, Assistant Vice President for Information Technology Services/Chief Information Officer, and Executive Director for Human Resources.

     

    The SVP will collaboratively develop multi-year planning structures, policy and practices that help KCC to evolve in within a complex and ever-changing fiscal and policy environment, focus and direct resources toward college priorities, and support strong positive outcomes for the students and communities it serves. The SVP will overseebudgeting, forecasting, financial modeling, and analysis to provide actionable insights that guide decision-making, optimize resource allocation, and support strategic planning. Consistent with the College’s 2025-2030 Strategic Plan, the SVP will develop and implement administrative and staffing structures that ensure that the college is carrying out its mission in an efficient and cost-effective manner, that expenses and revenues are balanced with appropriate financial reserves, that the institution is able to direct (and redirect) resources toward programmatic and operational priorities, and that the institution continues to evolve to effectively serve its constituents.

     

    The SVP will work in close partnership with the President and key leaders across campus while also collaborating with administration and other colleagues across CUNY. The ideal candidate will possess an understanding of the community college mission, programs and culture, and be able to work effectively within an environment characterized by strong shared governance, and evolving centralized and decentralized administrative functions at the college and university levels.

    Key Responsibilities:

    + Develop and implement strategic financial planning, budgeting, forecasting, and analysis to optimize resource allocation and guide institutional decision-making.

    + Oversee facilities operations and planning, ensuring that a large and complex facility with significant infrastructure needs and a large number of scheduled capital projects is managed effectively and with minimum disruption to operations.

    + Provide leadership and oversight for campus information technology strategy, cybersecurity, infrastructure, and services in support of teaching, learning, research, and administration.

    + Oversee the College’s human resources functions with an emphasis on employee development, strategic hiring and staff allocations to ensure effective college operations, individual professional development, and constructive labor relations.

    + Promote a culture of operational excellence and innovation through continuous improvement and effective change management strategies.

    + Oversee campus safety and emergency preparedness functions to maintain a secure learning and working environment and to ensure that the college administration and facilities are resilient and able to effectively support college operations during and after emergency situations.

    + Ensure alignment of all administrative units with the College’s 2025–2030 Strategic Plan.

    Functional Oversight Areas:

    **Finance** **& Budget** – Provides key business services and ensures an appropriate control environment in budget, bursar operations, accounts receivable, accounts payable, general accounting, grant and contract accounting, purchasing, travel, asset management, risk management, insurance and regulatory compliance. Ensures that offices manage the receipt, custody and disbursement of funds according to State, City, and CUNY policies and requirements.

    **Capital and Facilities Planning & Operations** – Works with the University and the Dormitory Authority of the State of New York (DASNY) in matters related to the planning, programming, design, document production, cost estimation, bidding and construction observation of capital projects and maintenance, alteration and repair projects. Exercises appropriate stewardship of physical resources by maintaining, managing, and operating buildings, real estate, grounds, infrastructure, and utilities with emphasis on ensuring their productive use.

    **Human Resources** – Delivers high-quality employment services including recruitment, employee relations, benefits administration, professional development, employee recognition, payroll, and compliance with labor and personnel policies and collective bargaining agreements.

    **Information Technology Services** – Provides leadership in the strategic use of technology to support academic and administrative functions. Oversees enterprise systems, cybersecurity, classroom and academic computing, helpdesk support, infrastructure, data analytics, and IT governance. Aligns centralized and decentralized IT resources for service excellence.

    **Campus & Community Safety Services** – Oversees public safety operations, emergency preparedness, and security services to protect the college community and assets.

    QUALIFICATIONS

    This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience.

    Preferred Qualifications:

    + An advanced degree in Business Administration or a closely related field.

    + Ten or more years of progressively responsible experience in finance and administrative management, including the creation of management systems and analyses to support complex budgets and administrative structures;

    + Demonstrated ability to identify problems, develop alternative solutions, make decisions, achieve consensus on a course of action, and responsively implement strategic initiatives;

    + Demonstrated success with managing complex budgets, implementing operational efficiencies, and aligning resources with institutional priorities.

    + Employment experience within higher education or public-sector institutions and experience working with complex urban institutions and government agencies.

    + Extensive experience with personnel management;

    + Experience leading IT modernization, digital transformation, and information security initiatives.

    + Strong knowledge of compliance, regulatory frameworks, risk management, and business continuity planning.

    + Familiarity with collective bargaining environments and shared governance structures.

    + Demonstrated commitment to diversity, equity, and inclusion in leadership and hiring.

    + Excellent written and oral communication skills; and

    + Exceptional organizational and administrative skills as demonstrated by the ability to successfully manage multiple initiatives and competing priorities within a fast-paced environment.

    + Ability to lead with transparency, integrity, and a collaborative spirit.

    COMPENSATION AND BENEFITS

    $205,000 - $235,000
