    _This position exists to direct the operational functions, quality assurance, fiscal, and technical systems planning of the Legal Counsel’s Office in the Office of Inspector General (OIG). The OIG consists of four program areas, including Licensing, Background Studies, Program Integrity and Oversight, and Data Services and Analytics. The OIG Legal Counsel’s Office directly supports these multiple program areas in OIG. This position is responsible for directing the work of the Legal Operations team and is directly responsible for the technical systems development of legal workflows across the OIG Divisions including compliance and quality assurance of all related technical systems platforms. To support this work, the position is responsible for formulating and executing the annual budget for the Legal Counsel’s office and developing budget proposals for new divisional scope. This position also manages the Legal Operations team which is responsible for carrying out the operational and technical work of the Legal Counsel’s Office._

    Minimum Qualifications

    Demonstrated leadership experience*

    *Leadership experience can include:

    + Experience as a supervisor, lead worker, team lead, project lead;

    + Completion of a State of Minnesota leadership program (e.g. ELI, L4);

    + A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

    o 1+ year of experience identifying issues, goals and strategic actions

    o 100+ hours per year time commitment

    AND

    Four (4) years of experience managing the operational functions and technical systems development of a business unit; AND

    Experience must demonstrate the following:

    + Lead continuous improvement and quality assurance initiatives.

    + Plan, design and oversee the development of operations-related policies, procedures and/or standard work documents.

    + Evaluate the effectiveness of the operational and business processes and enact changes where needed.

    + Develop budgetary principles and/or priorities and manage the budget.

    Preferred Qualifications

    + Experience with continuous improvement methodologies such as Six Sigma, Lean Management, Lean Six Sigma, Agile Management, or Plan-Do-Check-Act) PCDA Cycle.

    + Analytical, project and product management skills, including a thorough understanding of how to interpret business needs and translate them into operational requirements.

    + Knowledge of data privacy laws and rules such as the Minnesota Government Data Practices Act and the Health Insurance Portability and Accountability Act (HIPAA).

    + Understand principles of administrative management sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances.

    + Manage staff onboarding, offboarding and training, including the development and ongoing review and maintenance of training materials applicable for all legal team members.

    + Knowledge of state and county human services delivery and management systems.

    + Understand Department of Human Services (DHS) and Office of Inspector General (OIG) data systems such as Agile Apps, SharePoint, NetStudy 2.0, Salesforce, Microsoft Dynamics, ELMS, FileNet, etc.

    + Solve problems in a manner that is sensitive to organizational structures, cultures and practices as well as the needs of groups and individuals.

    + Effective presentations, group facilitation, and public speaking sufficient to professionally represent the division and address various and diverse (external and internal) groups.

    + Variety of experiences working effectively with others from different backgrounds and cultures.
