    This position requires an employee to be onsite at 400 Wabasha Street North, St Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

    Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a Risk and Internal Controls Director who is the Agency's key risk management, internal control and fraud/waste/abuse of funds expert and internal advisor. The Director also maintains Minnesota Housing's reporting to Minnesota Management and Budget and other enterprise bodies. This Agency-wide role sets the tone from the top for all risk activities and is critical to achieving good audit results with external auditors.

    Essential Job Duties

    + Serve as the Agency's risk management, internal control and fraud/waste/abuse of funds expert and internal advisor.

    + Lead the Agency’s standard internal controls reporting obligations to the state enterprise and in particular with Minnesota Management and Budget (MMB).

    + Partner with the Operations team to guide and track investigations related to fraud/waste/abuse of funds in any Agency program.

    + Perform risk assessments and internal controls assessments on critical Agency programs and business processes to determine if adequate internal controls are in place and operating effectively and efficiently within Agency programs and business processes.

    + Risk management program administration including facilitation of the Risk Management Committee, Suspension Committee and other working groups necessary to conduct the risk management activities for the Agency.

    + Communicate, consult, and train Agency staff and leadership, grantees, and developers on risk management and internal controls-related matters.

    + Perform other duties as assigned.

    Minimum Qualifications

    To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below.     Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

     

    + **Four (4) years of risk management program leadership experience including developing and recommending to senior leadership planning strategies regarding risk management programs and policies and providing managerial leadership to the development and implementation of a risk management strategic planning process.**

    + **A bachelor’s degree in a criminology, risk management, financial accounting may substitute for 12 months of experience or a master’s degree in these fields may substitute for 18 months of experience.**

    + **Demonstrated leadership experience, including at least one of the below:**

    + Experience as a manager, supervisor or team lead

    + Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)

    + Completion of a similar or equivalent leadership development program through another organization

    + A paid or unpaid position leading a project or program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include:

    + 1+ years of identifying issues, goals, and strategic actions and

    + 100+ hours per year time commitment

    + **(Resume must clearly document how experience meets these requirements)**

    + **Negotiation and mediation skills sufficient to resolve differences between competing or different positions and to influence the endorsement, acceptance and priority for risk management positions and policies.**

    + **Human relations skills sufficient to influence thinking among Agency leadership, a diverse workforce and stakeholders, and to guide and coach Agency staff effectively.**

    + **Experience providing detailed and convincing reports, e-mails, and other documents and presenting to groups or large audiences using plain language.**

    + **Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist.**

    Preferred Qualifications

    + Risk Management Certification

    + Experience applying knowledge of Sarbanes-Oxley (SOX) and the United States Government Accountability Office Standards for Internal Control in the Federal Government to internal control work (aka “the Green Book”) in practical situations.

    + Experience as an auditor or program evaluator
