This position will be located in St. Paul.
As a senior executive within the Workforce Development Division of Minnesota’s Department of Employment and Economic Development (DEED), the Director of the CareerForce Division drives the strategic vision, operational leadership, and collaborative integration of statewide workforce development initiatives. This role oversees a robust portfolio of federal and state programs designed to support jobseekers and employers across Minnesota.
The Director leads modernization efforts of both physical and digital service delivery through more than 50 CareerForce centers, while building effective partnerships with local and national stakeholders. The role is pivotal in launching new initiatives—such as the Employer Engagement Team—and aligning service systems with local boards, community-based organizations, and state agencies to meet Minnesota’s evolving workforce needs.
With oversight of complex program areas including Wagner-Peyser, Veterans Services, Re-Entry Programming, and digital platforms like CareerForceMN.com and MinnesotaWorks.net, the Director ensures compliance with all federal and state mandates, drives innovation, and steers DEED’s workforce development ecosystem toward equitable access and long-term impact.
This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.
Minimum Qualifications

Four (4) years* experience planning, implementing, managing or administering large and complex programs and partnerships in or closely related to the workforce and economic development fields.
*Bachelor’s degree in Business Administration, Public Affairs, Public Policy, Human Services, or other closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.
Applicants that meet the above minimum qualification will be further evaluated on the following:
+ Experience leading cross-functional teams and initiatives that advance equity and diversity across an enterprise or public agency.
+ Ability to direct program staff and coordinate with oversight entities to deliver strategic projects on time and within performance and quality expectations.
+ Experience with budget and fiscal oversight, grant administration, strategic planning, and performance analytics across state or federally funded programs.
+ Interpersonal and communication skills to develop meaningful partnerships with workforce development boards, government partners, community-based organizations, and executive leadership.
+ Experience in launching or leading strategic employer engagement initiatives, with an understanding of talent pipeline development, layoff aversion strategies, and sector-based partnerships.
Preferred Qualifications
+ Master's degree in Business Administration, Public Affairs, Public Policy, Human Services, or other closely related field as determined by the agency.
+ Knowledge of federal and state workforce legislation and regulations, including expertise in administering programs such as Wagner-Peyser, Jobs for Veterans State Grant, Migrant Seasonal Farm Worker, and Foreign Labor Certification.
+ Experience managing fiscal and other financial resources within a large complex organization, administering federal and state programs.
+ Experience working with public, private, and legislative initiatives.
+ Skill in navigating data systems, fiscal compliance frameworks, and performance dashboards to support transparency, informed decision-making, and continuous improvement.
