    _The Early Intensive Developmental and Behavioral Intervention (EIDBI) Licensing Unit Manager is responsible for overseeing all functions of the Licensing Division’s EIDBI Licensing Unit, including directly supervising the supervisors of EIDBI licensing teams._ _The incumbent ensures that the division adheres to relevant statutes and rules governing the licensing of EIDBI providers under the Human Services Licensing Act (MN Statutes, Chapter 245A) and EIDBI Standards (MN Statutes, Unit 256B.0949), and the incumbent is recognized as a subject matter expert in laws and rules relating to licensing functions, maltreatment of children and vulnerable adults, background studies, data practices, and related due processes._

    Minimum Qualifications

    Demonstrated leadership experience*

    *Leadership experience can include:

    + Experience as a supervisor, lead worker, team lead, project lead;

    + Completion of a State of Minnesota leadership program (e.g. ELI, L4);

    + A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

    o 1+ year of experience identifying issues, goals and strategic actions

    o 100+ hours per year time commitment

    AND

    Five (5) years of experience: (a) managing and overseeing services licensed by the with Department of Human Services (DHS), Minnesota Department of Health (MDH), or similar services licensed in other states; or (b) as a licensor, licensing supervisor or manager of such services.

    AND

    Experience must demonstrate the following:

    + _Develop laws, rules, and/or regulations._

    + Review all relevant operational and statistical reports showing data from business units, particularly EIDBI licensing unit.

    + Review, approve, and sign program licensing actions to assure compliance with Minnesota statutes and rules.

    + Plan, organize, assign, and/or direct licensing work activities of the business unit’s leadership.

    Preferred Qualifications

    + _Knowledge of state and federal laws, rules, and regulations applicable to Department of Human Services (DHS) licensing functions._

    + _Sufficient knowledge in prevailing philosophies, trends, and methods of service delivery used in services for children and young adults with autism spectrum disorder and related conditions._

    + _Knowledge of Public Employment Labor Relations Act (MN Statutes, Chapter 179A) supervisory duties as well as union contracts._

    + _Ability to allocate, evaluate, and reallocate staff resources to accomplish the goals and objectives of the Licensing Division._

    + _Ability to direct group problem solving and negotiation processes to achieve measurable results._

    + _Strong written and oral communication skills and ability to provide effective presentations._

    + Variety of experiences working effectively with others from different backgrounds and cultures.
