This position exists to provide leadership, oversight and direction for of all Department of Human Services (DHS) harm reduction duties. The position is responsible for the development and implementation of strategies, initiatives and policies to effectively address Minnesotans’ need for Harm Reduction Services and Safe Recovery Sites. The incumbent oversees Federal and State harm reduction funding, request for proposals, grants and contracts. This position will involve interfacing with the DHS Commissioner’s Office and leadership, other State Agencies Commissioner’s Office and leadership, external stakeholders, federal relations, the provider community, the media, and the Legislature.
This position is a unique opportunity to ensure that Minnesota’s harm reduction public policy is developed, priorities established, and programs are implemented in an integrated manner throughout the state. S/he has a primary role in developing and maintaining positive, productive and results-oriented relationships across a diverse group of partners which includes other state agencies, boards and councils, the public, health care systems and entities, substance use disorder providers, clinicians, counties, legislators, and other stakeholders.
As part of the supervisory team, this position contributes to the division’s management of fiscal expenditures, data, program evaluation, and qualify indicators to recommend and implement policy changes to behavioral health services. The incumbent is responsible for the development of legislative packages and the monitoring of the division’s legislative initiatives, as well as the provision of technical assistance to Behavioral Health Division’s (BHD’s) legislative team on bills that influence the division’s mission relative to opioid epidemic response and other program areas as assigned.
The incumbent is a member of the Substance Use Disorder Unit leadership team and oversees all aspects of the Harm Reduction/Safe Recovery Site operations, including the following:
+ Provide leadership on DHS the strategic direction, coordination, oversight and administration on Harm Reduction/Safe Recovery Sites.
+ Oversee the Harm Reduction Lead position and support the high-profile Safe Recovery Site initiative. Safe Recovery Site Legislation was established to develop and implement a comprehensive and effective statewide effort to address substance use and overdose epidemic in Minnesota.
+ Provide supervisory and leadership direction to Harm Reduction grant management staff, the state opioid authority and other administration division managers, supervisors and staff to ensure a coordinated and collaborated harm reduction response.
+ Design and direct the development of harm reduction/safe recovery site legislative proposals and initiatives and coordinate legislative activities within the respective administrations.
+ Develop and maintain ongoing relationships with external stakeholders so that mutual needs and concerns are met.
+ Counsel and advise the DHS leadership team on division related harm reduction issues to support decisions that are aligned with DHS goals and objectives.
Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:
+ Experience as a supervisor, lead worker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee
+ (e.g. ERG) - Experience must include:
+ 1+ year of experience identifying issues, goals and strategic actions
+ 100+ hours per year time commitment
AND
Four (4) years of advanced level of experience working in a harm reduction and/or safe recovery site program.
+ Knowledge of federal, state, and county government laws, rules, regulations, and guidelines regarding Medical Assistance or other state Medicaid programs.
+ Knowledge of the history of services and familiarity with a variety of treatment models essential in evaluating current and proposed systems of care related to substance use disorder.
+ Working knowledge of substance abuse programs, planning and evaluation, and community-based resources.
+ Knowledge of theory and principles of substance use services and substance use treatment, withdrawal management services, child welfare, mental health, pharmacological interventions as part of substance use treatment, including methadone and suboxone, economic support programs, housing options, and other social, community, and health services.
+ Experience with harm reduction and/or SUD service delivery system across the State of MN.

+ Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
+ Employ creative strategies in the area of harm reduction .
+ Broad-based, integrated understanding off federal/state law and policies relating to prevention, treatment, and intervention strategies that are holistic, family-focused and effective for a diverse population.
+ Write, edit and organize material from diverse sources to prepare comprehensive plans, including legislative reports
+ Knowledge of DHS policies, procedures, processes, laws, and rules; state information technology practices and issues.
+ Experience with principles of grant/contract management, public administration, policy analysis, and stakeholder engagement.
+ Experience with plan, managing, and facilitating meetings; elicit opinions, ideas, and concerns, and identify issues to facilitate consensus within diverse groups.
+ Strategic planning and priority setting skills.
+ Bachelor’s degree in public health, behavioral health or similar degree.
