    This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

     

    The Tort Recovery Unit (TRU) is in the Health Care Integrity & Accountability (HCIA) division. TRU exists to assure that Medical Assistance (MA) is the payor of last resort in cases where a third-party is liable for medical expenses paid by the Department of Human Services (DHS). The incumbent files interventions on behalf of the agency in workers’ compensation (WC) claims and tort claims—including, no-fault, third-party auto, home-owners, and medical malpractice claims—where DHS has paid related medical expenses and cash payments. In addition, this position will be responsible for developing and conducting team trainings, serve as a project lead and become the teams subject matter expert for data.

    Main responsibilities include:

    + Special Projects Lead.

    + Subject Matter Expert (SME) for tort-related data and administer ongoing data analysis.

    + Trains new team members and existing team members as needed on new procedures along with developing related documentation.

    + Identifies, investigates, and prepares legal documentation supporting the recovery of third-party funds where MA and/or cash subsistence programs paid for health care claims or wage loss covered by: WC; No-Fault Auto; Third-Party Insurers; medical malpractice; criminal restitution; products liability/class action; and homeowners’ claims.

    + Uses MMIS, MAXIS, and other systems to review and establish DHS’ legal position in these cases.

    + Interacts with internal and external partners, attorneys, court officials, county workers, and MA enrollees.

    Minimum Qualifications

    + Two (2) years professional experience working with Health Care and Benefit Programs such as: Minnesota Care, Medical Assistance (MA), General Assistance (GA), Minnesota Family Investment Program (MFIP)

    OR

    Two (2) years professional experience working with subrogation/personal injury (auto accidents, workers’ compensation, etc.) cases.

    AND

    + Experience as project lead or as part of a project team.

    + Conducting training and development of related documentation.

     

    _*** Bachelor’s degree or higher in health care administration, business administration or related field may substitute for one (1) year of professional experience***_

    Preferred Qualifications

    + Knowledge of data warehouse and database design.

    + Experience with eligibility and financial technology systems (such as METS, MAXIS, MMIS, Optima) and commonly used Microsoft programs such as Word, Excel, Outlook.

    + Experience reading, interpreting and implementing policies and procedures.

    + Paralegal or law firm experience working with personal injury related matters.

    + Training including development of supporting documentation.

    + Experience with system modernization and planning.

    + Process Improvement experience

    + Variety of experiences working effectively with others from different backgrounds and cultures.
