    This position exists to lead the Licensing Division in initiating policy improvements to enhance enforcement, monitoring and compliance of licensing standards both within DCYF and across state and county agencies. Under administrative direction of the Operations, Policy, and Analytics Manager, the incumbent assists the Inspector General and the Licensing Division Management Team by performing lead work regarding development and implementation of the family child care and child care center regulation modernization projects.

     

    The purpose of this position is to conduct the following responsibilities for child care regulation modernization projects: (i) lead legislative policy development, communications, reports, and stakeholder engagement efforts (ii) lead teams of department, cross-agency, county, tribal and other partners to develop statewide policy and service delivery standards to implement state and federal laws, and (iii) be the primary contact with the National Association of Regulatory Administrator’s, the contractor for the regulation modernization projects.

     

    The incumbent in this position must be prepared to learn new skill sets and take new directions in response to changes to the federal and state budget, political environment, and industry best practices. Areas of emphasis and projects include: (i) implementing new licensing standards for child care centers and family child care, (ii) implementing new risk-based licensing models for child care centers and family child care, and (iii) implementing abbreviated inspections informed by key indicators for child care centers and family child care.

     

    The incumbent must be a subject matter expert on licensing and certification standards for multiple license or certification types, as well as familiar with work done by policy areas in other parts of the Department to identify impacts on the Division. The incumbent assists staff in cross-departmental policy areas in developing policies and standards that are enforceable; the incumbent educates colleagues about the intersections between Licensing’s work and the policies on which they work in the policy development and policy implementation process.

    Minimum Qualifications

    _Three (3) years of experience in policy demonstrating the following:_

    + _Ability to identify and evaluate information/data to develop policy and program recommendations_

    + _Ability to apply policy principles to practice and methods_

    + _Demonstrated research and analysis skills_

    + _Ability to communicate effectively both orally and in writing_

    Preferred Qualifications

    + A bachelor's or master's degree in public policy, public administration, social sciences, or policy related field

    + Experience in Project Management

    + Experience working on developing policy proposals and drafting legislation

    + Ability to understand and quickly process data, policy, and research questions

    + Variety of experiences working effectively with others from different backgrounds and cultures
