Job Description
Senior Analyst in PFM Asset Management’s Arbitrage & Tax Compliance Group, based in the Harrisburg or Philadelphia, PA offices. PFM Asset Management (PFMAM) is a division of U.S. Bancorp Asset Management, Inc. (USBAM). This position affords unique opportunities to work closely with seasoned professionals in PFMAM’s and USBAM’s local government investment pool (“LGIP”) and investment advisory businesses. Individuals in this role are self-motivated and highly organized, possess strong interpersonal skills, and have demonstrated success working directly with and supporting internal and external clients.
PFMAM’s Arbitrage & Tax Compliance Group is headquartered in Harrisburg, Pennsylvania. PFMAM’s consulting services include providing federal tax compliance services to our clients with tax-exempt and tax-advantaged debt obligations that are subject to the arbitrage rebate regulations. Compliance services include arbitrage rebate and yield restriction calculations, investment cash flow and expenditure allocation analysis, investment valuations, liability forecasting and related consulting services.
MAJOR RESPONSIBILITIES
Broad knowledge of the arbitrage rebate regulations and compliance requirements of tax-advantaged debt issuers, excellent quantitative skills, and have worked with public sector entities and/or other non-profit institutions. Must have client-facing work experience and be familiar with the LGIP business and how PFMAM’s Arbitrage & Tax Compliance Group supports the firms LGIP investors and participants.
Key Tasks include:
+ Onboard new client accounts including collecting bond documents and related new account forms;
+ Serve as a day-to-day contact for clients;
+ Initiate and follow up on information requests and ensure projects proceed to completion;
+ Ensuring new bond issues are added to the team’s database and reporting tickler;
+ Prepare tax compliance calculations and reports for PFMAM clients;
+ Create cash flow analyses, expenditure allocation analyses, and related analyses;
+ Data entry or using Excel query tools to capture data needed in calculation models;
+ Review bond documents;
+ Serve as an initial reviewer of calculations and prepare such calculation for final review by a manager;
+ Assist and participate in team training exercises, including training junior analysts;
+ Account Development (existing and new clients) – assist management in developing customer relationships with existing accounts and identifying and developing relationships with new clients;
+ Coordinate information flow between staff, clients, and PFMAM managers on a regular basis;
+ Communicate with clients on related matters;
+ Serve as a resource to internal management and marketing staff;
+ Work on additional tax compliance or investment management projects;
+ Work with our Client Services Group to ensure smooth onboarding of new clients and fulfilling the needs of current clients;
+ Assist with the preparation of reports and other materials and take an active role supporting client meetings; and
+ Support other sales, marketing and service activities as appropriate.
Basic Qualifications
+ Bachelor's degree, or equivalent work experience
+ Typically two or more years of related experience
Preferred Skills/Experience
+ Background in Accounting, Finance, Economics or related field.
+ Prior arbitrage rebate experience or knowledge of accounting for fixed income investments, cash and securities reconciliations, bond math calculations, and tax-exempt bond documents are required.
+ CPA license is a plus, but not required.
+ Knowledge of money market instruments, short and intermediate term fixed income investments, and equity and fixed income funds a plus.

The salary range reflects figures based on the primary location, which is listed first. The actual range for the role may differ based on the location of the role. In addition to salary, U.S. Bank offers a comprehensive benefits package, including incentive and recognition programs, equity stock purchase 401(k) contribution and pension (all benefits are subject to eligibility requirements). Pay Range: $81,515.00 - $95,900.00
