The incumbent assists in planning, establishing, and implementing policies and procedures for the Primary Care Mental Health Integration (PCMHI) Program; supervising PCMHI, Home-Based Primary Care (HBPC) staff and other health-focused clinical positions; and, developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing PCMHI Program services for the VA Texas Valley Coastal Bend Health Care System (VATVCBHCS). The PCMHI Program includes clinical and non-clinical staff from multiple disciplines including direct report supervisee psychologists, licensed professional mental health counselors, clinical social workers, and psychology technicians, as well as staff (mental health RN and clinical pharmacists) who are directly supervised through other services. The HBPC staff currently includes clinical psychologist direct reports. The PCMHI Program Manager works with the other supervisory psychologists to ensure all PCMHI staff adhere to all current directives of VHA, and meet current Joint Commission standards, State licensure standards, and VA-OIG expectations. The PCMHI Program Manager conducts ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing and accreditation bodies. The incumbent also provides direct clinical services for a portion of his/her time. In addition, the PCMHI Program Manager functions as a subject matter expert and leader within the health care system in issues that relate to the PCMHI programs. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: (1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. OR (2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a respecialization program (including documentation of an approved internship completed as part of the respecialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. NOTE: The applicant must provide an official transcript and/or certificate documenting the completion of the re-specialization program, which includes completion of an APA or CPA internship. Psychologists who have successfully completed a re-specialization program as described above and who were employed by the Department of Veterans Affairs prior to the implementation of this standard are considered to have fully met the educational requirements of these qualification standards. OR (3) Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. AND Internships: (a) Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR (b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR (c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR (d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.) OR (e) Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program. NOTE: Psychologists who meet the requirements of this revision and who were employed by the Department of Veterans Affairs prior to the implementation of this standard are considered to have fully met the requirements of this qualification standard. Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. English Language Proficiency. Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j. Preferred Experience: Experience organizing work, setting priorities, delegating tasks, and meeting multiple deadlines. Experience utilizing evidence-based practices and clinical practice guidelines. Experience supervising others in the use of evidence-based practice guidelines. These duties include development of functional statements, position descriptions, and performance standards with service personnel as well as function as the professional expert relative to PCMHI practice issues. Assists with directing operation and management of all clinical, training, and administrative programs within PCMHI. Provides oversight of administrative and programmatic resources for PCMHI, Works with all local medical center, health care center and community-based outpatient clinic leadership to meet site specific administrative and operational goals and may assume local leadership functions as necessary and as approved by ACOS for Mental Health. Works with ACOS Mental Health in identifying and prioritizing PCMHI resource needs to include staffing and equipment needs of PCMHI providers. Oversees funds assigned to Psychology Section control points (as delegated). Performs the following duties related to the area of clinical guidance: Coordinates and monitors clinical training/development of staff who provide psychotherapy, mental health assessments, care management, and other psychosocial services within PCMHI; and, Is responsible for assessing, verifying, monitoring, and reporting on the clinical competency of staff providing these services; and, Considers and recommends staff members for further clinical training and development based on staff abilities, goals, and clinic operational needs. Performs the following duties related to the area of research and research integration into clinical practice: Guides PCMHI Service staff in application of current psychological research to their clinical work; and, Encourages utilization of evidence-psychotherapy protocols; and, encourages research activities deemed beneficial to VHA patient care of Veterans or to clinical and health care system operations. Assists the Chief of Psychology, the Associate Chief of Staff for Mental Health, the Chief of Staff, and the Director in planning, organizing, and coordinating all MHSL programs. The incumbent may be called on to act for other System-level Program Managers including serving as the Acting Chief of Psychology or Acting Chief of Staff for Mental Health. Performs the following duties related to practice evaluation and management including the following: Reviewing, analyzing, approving, or disapproving all new program developments or role changes within the PCMHI Service; and, Presenting, interpreting, and implementing new policies and procedures or changes in the previous ones. Orients, teaches, and serves as a consultant to Primary Care and Medical Care staff and trainees and assists in their formulation of the psychological characteristics and appropriate treatment expectations regarding their patients. Provides leadership, guidance, and consultation on staff education and development to all PCMHI Service staff, as appropriate. Provides general supervision for PMCHI, Home Based Primary Care, and other health-focused clinical staff and participates in the performance appraisal process for all directly supervised clinical, support, and administrative staff. Incumbent completes the following duties: Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system; and, Observes employee performance and conducts work performance critiques in accordance with performance expectations, which included FPPEs and OPPEs; and, Provides informal feedback and periodically evaluates employee performance formally; and, Exercises supervisory authorities and responsibilities involving work assignments; and, Reviews the administrative and personnel management functions relative to the staff supervised; and, Recommends awards and changes in position classification to the Chief of Psychology Section and approves expenses such as within-grade increases, compensatory time, and employee travel.
