Responsible for budget management, determining resource needs, allocating resources, ensuring proper utilization in productivity, efficiency, and cost effectiveness of the operation. Formulates objectives and priorities and implements plans consistent with the long-term interest of the organization, capitalizing on opportunities and managing risks. Responsible for compliance with all safety, regulatory and accrediting body requirements. Delegates authority to several supervisory and program levels to meet the goals of the service and staff. Ensures orientation and training programs are established to ensure staff development, oversees academic affiliations, and participates in medical facility, VISN, National, other external governmental agencies, and professional associations. The Chief of Pharmacy is responsible for the daily management and operation of all Pharmacy Service programs in accordance with Pharmacy service philosophies, policies and procedures, and goals and objectives. In the discharge of these responsibilities, he/she is responsible to ensure that timely, safe efficacious and cost-effective Pharmacy Services are provided with the minimum adverse effects to our veteran patients. The Pharmacy Service offers a full range of pharmaceutical and clinical services including but not limited to: unit dose dispensing, IV, Sterile and external compounding (USP 795, USP 797 and USP 800 compliance), parenteral nutrition service, and inpatient and outpatient clinical services. Pharmacy Service also serves as a major rotation site for pharmacy students from schools of pharmacy and has an ASHP accredited Pharmacy PGY 1 and PGY2 Practice Residency Program. The incumbent function as the top professional and administrative planner, director, and coordinator for all pharmaceutical programs and services provided at this Medical Center. Responsibilities include planning, directing, controlling, coordinating, operating, and evaluating comprehensive pharmaceutical services. The Chief of Pharmacy is responsible for the management of Pharmacy programs for a broad range of medical and mental health patients. Inpatient services are provided for areas of long-term medical care, long-term psychiatric care, general medical services, and spinal cord injury, with special services in the areas of chemotherapy and peripheral parenteral nutrition. Outpatient prescription services are also controlled by the Chief of Pharmacy for general medical clinic, mental health clinic, and a variety of specialty clinics such as Urology, Gastroenterology, Neurology and Cardiology, Oncology, Anticoagulation Clinic, Infectious Disease, Pain Management, Homecare, Women's Health, Clozaril Clinic, Hepatitis C Clinic and COPD Clinic. The Chief of Pharmacy is also responsible for the coordination of Pharmacy prescription services for access point outreach clinics. Included in this is point of service issues including Drug Information, Non- Formulary Medications, Restricted Medications and express processing of mailed prescription for immediate patient care. The Chief of Pharmacy oversees all pharmacy services and programs at both campuses and the CBOC's. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Pharmacists must be proficient in spoken and written English. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, http://www.acpe-accredit.org/. (Note: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy. Licensure: Full, current, and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-15 Clinical Pharmacist (Service Chief) Experience. In addition to the GS-14 requirements, must have 1 year of experience equivalent to the next lower grade level.
