    Description

    The Senior Advisor – Neighborhood Economic Development provides high-level guidance and strategic coordination for complex business and development projects in Detroit. This role acts as both a subject-matter expert and a team lead, helping shape action plans, resolve interagency holdups, and improve City processes.

     

    You will work closely with Neighborhood Development Associates to review intake records, develop cross-departmental strategies, and serve as the point of contact for high-priority or multi-agency projects. This role also tracks performance metrics, recommends process improvements, and contributes to citywide economic development initiatives.

     

    Examples of Duties

     

    + Review project intake and develop strategic action plans for Neighborhood Development Associates to implement

    + Conduct land use analysis and in-depth regulatory research to ensure accurate project strategy

    + Lead interdepartmental coordination meetings for complex projects

    + Serve as main contact for high-impact or escalated development cases

    + Monitor team metrics and flag recurring issues or bottlenecks

    + Recommend procedural or policy improvements based on data trends

    + Lead regular team check-ins and provide coaching and oversight to Neighborhood Development Associates

    Minimum Qualifications

    + Master's degree in Urban Planning, Law, Public Policy, Business, or a related field

    + 5+ years of experience in permitting, land use, economic development, or cross-agency project management

    + Strong grasp of municipal development review processes (zoning, site plan, special land use, BZA, licensing)

    + Excellent leadership, facilitation, and strategic problem-solving skills

    + Ability to translate complex regulations into actionable guidance for applicants and team members

    RETIREMENT BENEFITS

    City Employees Retirement System

    As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

     

    • Completion of thirty (30) years of service;

     

    - At age sixty (60) if you have at least ten (10) years of service, or

     

    - At age sixty-five (65) with eight (8) years of service.

     

    • In the event of disability, other eligibility rules apply);

     

    - An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
