    Summary You will serve as a Branch Head in the Software Engineering Branch (Code H56F0) of NAVWARSYSCEN PACIFIC SAN DIEGO CA. Responsibilities You will provide the expertise, resources, policy, processes and services that support the delivery/integration of new capability into new/existing platforms and the relocation/removal of capability from existing platforms. You will perform administrative and human resource managements functions. You will oversee highly complex projects and programs, provides assistance, advice, and guidance where problems exist or are developing, and make decisions on work problems and administrative proposals or requirements. You will determine objectives, set priorities, delegate work and manage resources for the branch. You will oversee procurement and contracting to achieve desired results, and build and manage a workforce based on an organization goals, budgets considerations and staffing needs. You will manage a branch that utilizes computer science methods and techniques, information technology support, applications development, project management planning, system design, etc. You will oversee or perform scientific work that involves the application of, or research into computer science methods and techniques. Requirements Conditions of Employment Qualifications I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Understands the financial processes and monitors project and overhead expenditures. Oversees procurement and contracting to achieve desired results. Builds and manages a workforce based on organizational goals, budget considerations and staffing needs. Selectee coordinates with and adheres to guidance promulgated by the associated local NIWC Pacific competency lead. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Serves as the subject matter expert in assigned technical area of expertise. Interfaces with other DoD agencies or military commands as appropriate. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Makes well-informed, effective, and timely decisions. Identifies and analyzes problems. Weights relevance and accuracy of information. Generates alternative solutions and provides recommendations. Makes clear and convincing oral presentations. Writes in a clear, concise, organized and convincing manner for the intended audience. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: makes decisions to resolve problems, develops administrative proposals or requirements and works closely with other supervisors and managers outside the unit to further advance the activity and agency programs. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band NM-03 in the federal service or equivalent experience in the private or public sector Providing technical and project management oversight; and developing and implementing system designs; and analyzing systems and providing recommendations on ways to improve performance and efficiency; and providing general oversight and/or mentoring to engineers and/or IT specialists. Education Additional Information This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories. The pay schedule for all Supervisor Positions will be NM-2/3/4/5/6. This position is covered by the Department of Defense Priority Placement Program.
