Position Data:
Title: Quality Assurance Monitor
Grade: E3 Non-Exempt
Reports to: Child Health Services Manager
Basic Function or Position Summary:
Through on-site observations and administrative reviews, ensures child care services are
compliant with local, State, and Federal regulations.
Pay rate is $17.68 per hour

Position Responsibilities and Specific Duties:
? Facilitates standardization of systems and procedures regarding facilitating licensing
and regulatory compliance.
? Assists with child care center licensing applications and renewals.
? Maintains working knowledge of the following regulations/laws:
o Head Start Performance Standards
o NYS Child and Adult Care Food Program
o NYS Office of Children and Family Services Day Care Regulations
o NYS Pre-Kindergarten Regulations
? Drafts division response to any changes in laws and/or regulations.
? Identifies risks associated with licensing and determines best practices to mitigate
these risks.
? Provides regular, on-site monitoring of child care centers to ensure compliance with
relevant regulations, Agency policies and Divisional procedures.
? Provides regular administrative review of Divisional paperwork to ensure compliance
with relevant regulations.
? Drafts Plans of Action as a result of compliance monitoring and licensing violations.
? Provides timely reporting of issues that impact licensing and compliance.
? Serves as a liaison with state licensors and federal reviewers.
? Completes trending analysis and reports regarding licensing, regulatory compliance
and performance standards.
? Provide care and supervision of children on an as-needed basis
? Participates in service enrollment and recruitment strategies
? Promotes agency mission.
? Maintains confidentiality and complies with the code of ethics.
? Maintains consistent professional customer service.
? Job performance incorporates integrated service delivery model while promoting self-
sufficiency.
? Other duties as designated by supervisor

A. Internal: Division staff members, Buildings & Grounds staff members.
B. External: Office of Children and Family Services Staff, School Partners

Organizational Responsibilities:
? Adheres to all policies and procedures
? Gathers appropriate documentation and tracks outcomes
? Participates in organizational committee structures as appropriate
? Participates in organizational and divisional management systems
Knowledge, Skills Required:
? Associates in Early Education preferred, High School Diploma required.
? 3 years work experience in a child care setting required.
? Strong computer skills, including data tracking
? Ability to work as an effective team member/leader
? Strong organizational, communication and interpersonal skills
Physical:
? Ability to lift up to and including 25-50 pounds of physical effort
Special Requirements:
? Flexibility in work schedule
? Meets OCFS training requirements and maintains training log
? Must be able to provide consistent even tempered customer service at all times
? Valid Driver’s license
? Reliable transportation
? Authorized Driver of a COI Vehicle
? Ability to travel throughout the county
? Works compassionately with a diverse population
