Crew Dispatchers are responsible for ensuring all train & engine assignments are properly filled in accordance with Government, Corporate and Contractual regulations.
DUTIES AND RESPONSIBILITIES
THE ESSENTIAL FUNCTIONS INCLUDE BUT ARE NOT LIMITED TO:
+ Dispatch train & engine employees to cover extra and scheduled job assignments
+ Complete required paperwork and reports (e.g., daily work sheets, logs, reports, etc.) pertaining to crew calling
+ Operate computerized crew management information system
+ Handle displacements and vacancies according to union agreements
+ Maintain updated files of employee contact information (i.e., address, phone numbers, etc.)
+ Notify train and engine personnel of adjustments to assignments and/or any other issues regarding railroad conditions affecting their assignments or status
+ Call respective extra lists to protect and cover all extra and scheduled job assignments at all locations
+ Must be available 24 hours/day, 7 days/week, during emergencies and adverse weather conditions
+ Other work assigned by Chief Train Dispatchers
REQUIRED EDUCATION AND EXPERIENCE
+ Minimum of a High School Diploma, General Equivalency Diploma (GED), or Test Assessing Secondary Completion required
+ External Applicants must have a minimum of two (2) years of related work experience
+ Must be available 24 hours a day, 7 days a week, including during emergencies and adverse weather conditions
+ Must be able to work various days and shifts
+ Must be available to be on call for work assignments
+ Extra list Crew Dispatchers are required to be accessible by telephone and provide their phone numbers to be contacted for work assignments
KNOWLEDGE, SKILLS AND ABILITIES
+ Must have excellent verbal communication skills; basic familiarity with and ability to use desktop computer; ability to work under stress; ability to handle a large volume of phone inquiries from train & engine employees and field supervisors; ability to quickly and accurately perform basic mental mathematical calculations; reading comprehension ability; interpersonal skills; customer service oriented; skilled in exercising independent judgment; ability to anticipate and analyze problems and take corrective actions; must be able to evaluate a situation to make decisions and work under pressure; written communication skills; ability to multi-task; must be able to function effectively under changing priorities; must be safety conscious
+ Knowledge of Metro-North timetables and geographical area; knowledge of hours-of-service regulations; knowledge of various union agreements; automated crew management systems knowledge of all safety rules
PREFERRED QUALIFICATIONS

+ Experience working in a fast-paced environment
+ Some college credits
RATE OF PAY
The starting 70% rate of pay is $30.49/hour . The annual wage progression scale is as follows: Year 1=70% > Year 2=70% > Year 3=75% > Year 4=80% > Year 5=85% > Year 6=85% > Year 7=90% > Year 8=100%. The full 100% rate of pay is $43.56/hour .
This rate has been established by the collective bargaining unit and is non-negotiable.
SENIORITY
Applicants will establish seniority in the Transportation Communications International Union (TCU), the union representing Crew Dispatchers in accordance with the union's current collective bargaining agreement.
ASSIGNMENTS
Ability to work various hours, days, shifts located out of Grand Central Terminal is required.
TRAINING:
+ Must successfully qualify on all Crew Dispatcher jobs
+ Training involves individualized instruction, on-the-job training, homework assignments and qualification testing (e.g., written tests, verbal scenario-based exercises, etc.) on related subject matter
DETAILS OF PHYSICAL ACTIVITIES:
+ Oral communication skills required to communicate with covered employees and coworkers
+ Color vision required to read and interpret computerized crew management system
DETAILS OF WORKING CONDITIONS:
+ Works in Crew Management Center in Grand Central Terminal
+ Must be able to work various days, shifts and locations
+ Must be available to be on call for work assignments
+ Primarily works at a desk in front of a computer monitor with prolonged periods of sitting
+ Involves heavy telephone communication
SELECTION CRITERIA
Due to the competitive nature of the selection process, not all qualified candidates who meet the minimum requirements for the position are guaranteed an interview. To be selected for a position, one must meet the following criteria: (1) satisfy the minimum requirements listed in the job posting, (2) if applicable, successfully pass a written and practical exam, (3) satisfy a background investigation (including but not limited to, employment, education, and criminal history), and (4) pass a verbal interview. Metro-North may also require the applicant to undergo a physical ability test, and, if the Company extends a conditional offer, may require him or her to undergo a medical examination, which may include toxicological testing. Failure to pass any step within the hiring process will result in the disqualification of your application.
Additional Criteria for Current Employees : Current Metro-North employees must be in active service to be eligible for consideration. Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union. Non-agreement employees must have worked in your current position for a minimum of one (1) year preceding the Application Deadline. Along with a background investigation (including but not limited to, employment, education, and criminal history), employees are also subject to an internal investigation, which includes an evaluation not limited to discipline records and performance assessments.

OTHER INFORMATION
+ This is not a policy maker position. Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
+ Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
+ This position does not require a driver’s license. Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
+ Current employee applicants should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
