    ABOUT US:

    DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-s ufficiency in those we serve.

    ABOUT THE FACILITY:

    Established in 1868, CVH serves as the State's premier public hospital for mental health treatment. As the largest facility within DMHAS, it features 17 inpatient units across Middletown and Hartford campuses, encompassing general psychiatry and addiction services. CVH offers comprehensive inpatient and outpatient psychiatric care, substance abuse treatment, and specialized services for pregnant women and individuals with dual diagnoses. Specialties include geriatric and special services, an integrated mental health network for older adults, and young adult services. Additionally, CVH houses the Traumatic Brain Injury (TBI) program, addressing survivors' needs through community reintegration, independent living skills development, vocational and educational training, psychiatric assessments, speech and physical rehabilitation, and individual and family counseling.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Mental Health and Addiction Services, Connecticut Valley Hospital, Division of General Psychiatry and Addiction Services and the Whiting Forensics Hospital this class is accountable for directing multiple clinical programs and administrative and/or support operations.

    EXAMPLES OF DUTIES

    + Directs staff and operations of multiple clinical programs of a major division of a state hospital;

    + Coordinates, plans and manages division activities;

    + Formulates program goals and objectives;

    + Develops or assists in development and implementation of related policy;

    + Interprets and administers pertinent laws;

    + Evaluates staff;

    + Prepares or assists in preparation of division budget;

    + Maintains contacts with individuals within and outside of division and hospital who might impact program activities;

    + Ensures division compliance with monitoring agencies;

    + Takes lead role in strategic planning of division;

    + Assists with development and implementation of treatment program performance standards;

    + Assists in coordinating accreditation and/or certification activities for division;

    + Assists with development, implementation and evaluation of division workforce plan;

    + Ensures compliance with quality assurance findings and recommendations;

    + Identifies, plans, implements and evaluates staff training and development needs;

    + Promotes cultural diversity in workplace and ensures clients rights;

    + Monitors staff utilization to meet division goals;

    + Investigates and responds to critical incidents;

    + Leads the recruitment and hiring of staff, including outreach, interview and selection;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    GENERAL PSYCHIATRY AND ADDICTION SERVICES

    A Master's degree in a clinical discipline, public health administration, health care administration or hospital administration and seven (7) years of professional experience in behavioral health care.

    WHITING FORENSIC

    A Master's degree in a clinical discipline, public health administration, health care administration or hospital administration and seven (7) years of professional experience in forensic behavioral health care.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Three (3) years of the General Experience must have been in a managerial or supervisory capacity directing clinical operations or the delivery of behavioral health care services. This experience includes the supervision of professional behavioral health care staff.

    NOTE:

    + This capacity is interpreted as planning, supervising, organizing, directing and/or controlling resources of a major subdivision of an agency or organization.

    + For state employees this experience is interpreted at the level of a Behavioral Health Clinical Supervisor or above.

    PREFERRED QUALIFICATIONS

    + Experience with Medicaid Section 1115 Substance Use Disorder Demonstration (SUD 1115) waiver standards and requirements, and as they apply to Withdrawal Management and Rehabilitation 3.7R Levels of Care.

    + Experience overseeing and directing clinical and administrative operations of an inpatient substance use and mental health facility to ensure the facility operates within established industry standards and in compliance with federal regulations, contractual agreements, and accreditation standards.

    + Experience developing and monitoring Key Performance Indicators for programs and divisions, including performance improvement initiatives and corrective action steps to improve outcomes and meet KPI target goals.

    + Experience collecting and analyzing data as it relates to treatment effectiveness outcomes including: discharges against medical advice (AMA), utilization rates, authorization rates, and quality and quantity of service provisions.

    + Experience working in a union environment.

    SPECIAL REQUIREMENTS

    Incumbents in this class must possess and maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or clinical psychologist.
