The State Highway Administration’s (SHA) District 5 is currently recruiting for a Maintenance Contract Inspector (Transportation Engineering Technician III) in Charles County. This position is open to anyone only who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this position or function only. You will need to reapply for any future recruitment conducted for this job classification.
Nature of Work: The Transportation Engineer Technician III (Maintenance Contract Inspector) is responsible for performing duties related to maintenance and construction in areas such as highways, ramps, buildings, parking facilities, bridges, and snow removal. An inspector oversees all aspects of work performed by contractors, including guardrail installation and repair, paving, highway lighting, herbicide application, tractor mowing, tree and brush removal, inlet repairs, mechanical roadway sweeping, and crack sealing.
The primary objective of this role is to monitor work performed by skilled, semi-skilled, and unskilled labor teams. The inspector ensures that all materials and equipment are used appropriately and that projects are completed in a timely manner, in accordance with contract special provisions, Maryland specifications, and standards. Additional duties include maintaining accurate work records on Inspector Daily Reports and Daily Construction Logs, which are entered into the Ledger Book. A valid Commercial Driver’s License (CDL) is required for winter operations. This position is considered essential personnel and will be on-call 24/7 for highway emergencies and natural disasters.
This position will also provide the basic level of professional experience to ensure that the daily maintenance operations in the LaPlata Maintenance Facility are carried out correctly, safely, and in compliance with standards and specifications. The incumbent will be required to assist the District Operations Engineer with the inspection of District Maintenance Contracts.

Qualifications
Education: Graduation from a standard high school or possession of a high school equivalency certificate.
Experience: Three years of experience in technical engineering related work in the areas of design, traffic, construction, materials testing, engineering surveys, maintenance, or planning.
Selective Qualification: One (1) year of the required experience must have involved maintenance and/or construction inspection.
This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).
Notes:
1. Applicants may substitute education in a civil engineering curriculum at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
2. Applicants who possess an Associates Degree in Engineering, Construction Management or Surveying or Surveying Technology from an accredited community college, college or university are considered to have met two years of the required experience.
Licenses & Certifications
1. Candidate must possess a Class B CDL license valid in the state of Maryland.
Preferred Qualifications:
The ideal candidate will have good mathematics and computer software skills.

Special Requirements:
+ Employees in this class are considered essential and must be available for 24-hour emergency call up with a response time of less than one (1) hour.
+ Employees will serve a six-month probationary period with the possibility of probation being extended an additional six months.
+ The position is safety sensitive and subject to Drug/Alcohol testing as stated in MDOT Substance Abuse Policy.
