Summary About the Position: This position is part of the Reemployed Annuitants Cadre. On an as-needed basis, employees occupying these positions provide emergency support to disaster-stricken areas throughout the United States. Employees in support of the Federal Emergency Management Agency (FEMA). This position is a temporary position not to exceed (NTE) 1-year, however, at the discretion of management, the position may be converted to a term position up to a maximum not to exceed (NTE) 4-years. Responsibilities Serve as Senior Program Manager providing management and operational control over assigned programs. Apply expert knowledge of effective management principles and practices in conjunction with policies, regulations, and procedures. Manage a variety of natural disaster and emergency programs and projects critical to the execution of the mission. Coordinate and integrate broad programs undertaken by the agency at numerous locations under diverse conditions. Develop standard methods and procedures to be used throughout the agency in managing natural disasters and emergency projects and funds. Initiate corrective actions in coordination with the agency and Federal Emergency Management Agency (FEMA) and other customers. Represent the agency in planning and review conferences with customers to ascertain operational requirements and future plans. Develop and submit budgets for natural disasters and emergency projects for the agency. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes applying expert knowledge of effective management principles and practices in conjunction with policies, regulations, and procedures; developing and submitting budgets for natural disasters and emergency projects for the agency; managing a variety of natural disaster and emergency programs and projects critical to the execution of the mission; preparing policies relating to natural disasters and emergency management, work authorizations, and funds for the agency; and resolving problems pertaining to the design, funding, and execution of natural disasters and emergency programs with appropriate officials, contractors, and customers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Organizational Awareness Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
