Position Summary
The current vacancies are at Lake Owasso Residence. The eligibility list created by these vacancies may be used to hire other vacancies in the department or County.
Operations Program Director: The first vacancy is for an Operations Program Director at Lake Owasso Residence. This role will be responsible for the day to day facility operations including directly supervising 5 Program Supervisors and indirectly supervising 120 Residential Counselors; scheduling and coordinating all staff shifts and all resident program meetings; tracking and reporting incidents, emergencies and injuries; ensuring union contract adherence, coordinating employee hiring, orientations, and employee performance reviews; managing departmental budgets and purchases; and understanding and overseeing all programs to meet Interim Care Facility/Individuals with Intellectual Disabilities and 245D standards.
Services Program Director: The second vacancy is for a Services Program Director at Lake Owasso Residence. This role will be responsible for the areas of quality assurance, ensuring compliance with state and federal regulations governing ICF-IID’s as well as organizational policies, procedures and professional standards, including auditing, writing Plans of Correction, Utilization Reviews, and training and implementation of 245D support plans. This role directly supervises up to 6 Behavior Analysts, provides coaching and support related to Individual program plan formats, person centered processes, ensures coordination of the Rights and Responsibilities committee, research and development of new lines of service, and other duties as assigned.
To design, develop, implement and evaluate the program plan for Lake Owasso Residence and for individual residents; to assist the administrator in the organization and supervision of services provided to residents; and perform related duties as assigned.

+ Coordinate nursing, psychopharmacological, psychiatric and medical services to assure that there are appropriate treatment plans when needed.
+ Integrate all aspects of daily living into residents' programs and treatment plans.
+ Design programs to meet the needs of all residents including behavior modification programs to deal with self-abusive behavior, assaultive behavior, speech improvement and skill development, self-advocacy and person-centered planning.
+ Supervise, schedule, train, evaluate and coach Program Supervisors in their professional role; supervise the Lake Owasso Day Services and Crisis Services program.
+ In coordination with Human Resources, develop employment exams for Residential Counselor, Behavior Analyst and Program Supervisor positions.
+ Evaluate ongoing work performance of Program Supervisors, Behavior Analysts and Residential Counselors.
+ Assist the Administrator in designing and integrating new program components and services.
+ Schedule Program Supervisor coverage, staff meetings, interdisciplinary team meetings for residents and special events.
+ Design and coordinate staff professional and skill development with special emphasis place upon behavior modification techniques.
+ Speak before community groups and serve on internal and external committees.
+ Supervise the security and safety of staff and residents.
+ Set behaviorally specific goals for residents and supervise a complete system of evaluating and reporting specific outcomes for residents.
+ Have charge of the residence in the absence of the administrator.
+ Provide quality assurance oversite for all programs and services.
+ Assist the administrator with labor contract issues and participate in Labor Management Committee meetings and bargaining.
+ Conduct investigations of both resident and staff incidents/accidents.
+ Coordinate a division of services including staff, scheduling, clients, licensure, and paperwork responsibilities.

ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18.
Minimum Qualifications
Education: Bachelor’s degree in the behavioral sciences or human services field.
Experience: Four (4) years of professional staff supervision and experience in the field of developmental disabilities including experience in program design with specific training and experience in developing and implementing all levels of behavior modification programs.
Substitution: Equivalent combination of education and related experience.
Certifications/Licensure: The individual must meet federal standards for certification as the facility's Qualified Developmental Disabilities Professional, which includes:
+ Bachelor’s degree in the behavioral sciences or human services field,
+ AND at least one (1) year of direct experience in assessing, planning, implementing, and monitoring a plan that includes a behavior-intervention program.
Exam/Screening Process Information
The examination process will consist of the following section with each section weighted as indicated:
+ Training and Experience Rating = 100%
The examination for the Program Director - Lake Owasso Residence will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.
Eligible List: The names of all applicants who properly completed and submitted an application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Program Director - Lake Owasso Residence . This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 60 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted. The applicants who pass the examination with a score of 70 or higher will be forwarded to the department for further consideration.
Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
