    Context of the Job:

    The Office of Civil Rights and Title IX Compliance oversees the University response to reports of discrimination and harassment as outlined within University Policy and ensures the University of Delaware’s compliance with civil rights laws: Titles VI, VII and IX, Higher Education Amendments and any other applicable law(s), and oversees University’s minors on campus policy, process, and staff that administers it.

     

    The Civil Rights Investigator and Deputy Title IX Coordinator reports to the Director of Civil Rights and Title IX Compliance, who reports to the University Compliance and Ethics Officer in the Office of General Counsel. This position plays a critical role in ensuring institutional compliance with Title IX and other federal and state civil rights laws. This position is responsible for conducting fair, thorough, and impartial investigations of civil rights complaints related to misconduct, discrimination, harassment, and retaliation involving students, staff, and faculty. In addition to investigative responsibilities, this position supports the development and implementation of comprehensive educational and training initiatives, works collaboratively across campus departments, and helps ensure that university policies and procedures promote a safe, inclusive, and equitable learning and working environment.

    Major Responsibilities:

    + Conduct prompt, impartial, and thorough investigations of complaints related to Title IX, Title VI, and other applicable laws and university policies.

    + Develop investigation plans, interview complainants, respondents, and witnesses, and collect and analyze relevant evidence.

    + Prepare comprehensive, detailed investigative reports with findings of fact and analysis in compliance with university policies and applicable law.

    + Recommend and coordinate interim measures and supportive remedies with campus partners as necessary.

    + Maintain accurate and secure documentation, case files, and investigation records.¿ Provide case management assistance as needed.

    + Assist the Director of Civil Rights in developing and delivering educational programs and training for students, faculty, and staff related to sexual misconduct, discrimination, harassment, and retaliation.

    + Create and disseminate outreach materials, including brochures, posters, digital media, and training content.

    + Assist in preparing university responses to federal and state compliance agencies.

    + Assist with Title VI investigations as required.

    + Perform other job-related duties as assigned.

    Qualifications:

    + Bachelor's degree from an accredited institution in law, human resources, public administration, student affairs, or a related field and three years of experience investigating civil rights complaints, including Title IX, or equivalent combination of education and experience. Juris Doctor (JD) or Master’s degree in a related field preferred.

    + Minimum of three (3) years of experience investigating civil rights complaints, including Title IX.

    + Strong working knowledge of relevant federal and state laws and regulations including Title IX, Title VI, Title VII, ADA, Section 504, VAWA, and FERPA.

    + Demonstrated ability to conduct interviews and investigations involving sensitive matters.

    + Excellent interpersonal, written, and verbal communication skills.

    + Strong organizational and analytical abilities; ability to handle multiple tasks and meet deadlines in a fast-paced environment; discretion and professionalism.

    + Experience in higher education or with a government agency handling civil rights compliance preferred.

    + Familiarity with case management systems and online training platforms, preferably Maxient.

    Special requirements:

    + Some evenings and weekends may be required.
