About This Position:
This position functions as an authorized representative of the Department for the Outdoor Advertising (ODA), Scenic Byway, Specific Service (Logo) Signing Program and Junkyard Maintenance Programs. This position is will work closely with the DOTD Program Supervisor in reviewing permits and documenting violations. This position will perform inspections on all regulated highways within an assigned region and on a regular basis defined by the Program Supervisor. This position will also perform on demand inspections as part of the permit review process.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service Laws, Rules, Regulations, as well as DOTD policies, procedures, manuals and directives.

Minimum Qualifications
Three years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
This position is responsible for reviewing, processing, and providing a recommendation on all ODA permit request and Logo program site proposals within their assigned region. Applies laws, rules and guidelines from Federal Highway Administration, Manual for Uniform Traffic Control Devices (MUTCD), Louisiana Administrative Code Title 70, and various other DOTD standards in determination of permit or location eligibility and legality. Performs site visits to visually inspect proposed locations and gather necessary photos and location data to support the recommendation they provide to the DOTD Program Supervisor. They are responsible to archiving all pertinent information related to the permit/location approval or denial. This position will serve as the non-voting regional representative at Permit Review Hearings, responsible for providing details & reasoning on permit denials. Maintains and updates the ODA database for their region. Handles annual billing for signs within their region including permit fees and application processing fees and oversees their collection in conjunction with Financial Services.
Performs semiannual inspections of all ODA signs, Logo program signs, scenic byway signs, & junkyard sites along Interstate and Federal-Aid Primary Highways within their assigned area. During these inspections the Regional Inspector will identify & mark any signs that were installed without a permit or are non-compliant. They will also identify any locations that are non-compliant with respect to the Junkyard Maintenance Program or Logo Program. Once non-compliant sites are identified it is the responsibility of this position to follow the procedures set by the Program Supervisor. This includes initiating dialog with the non-compliant party, recommending corrective actions, beginning legal process for removals, etc. They will also be responsible for updating the program database for all identified sites.
Serve as the public's point of contact regarding all outdoor advertising inquiries. Assist the public and governmental agencies in understanding and interpreting laws and rules governing the programs. Research and responds to public records request relative to the programs. Assist real estate section with ODA relocations or removals resulting from highway projects.
Assist the public with preparation of Segmentation Request (permits on Scenic byways) for Office of Tourism. Performs site visits to visually inspect proposed locations and gather necessary photos and location data to support the recommendation they provide to the DOTD Program Supervisor. Attend monthly scenic byway meeting with tourism agency.
Assists DOTD Program Supervisor with special projects, training, public hearings, etc.
Performs other necessary functions as requested by the DOTD Program Supervisor or higher level supervision and may be required to perform other duties as necessary including but not limited to, emergency/disaster support activities.

Career Progression: As part of a Career Progression Group, vacancies may be filled from this recruitment as a DOTD Program Specialist 1, 2 or 3 depending on the level of experience of the selected applicant(s).
Compensation:
DOTD Program Specialist 1 - Starting salary is $16.86/hourly
DOTD Program Specialist 2 - Starting salary is $18.04/hourly
DOTD Program Specialist 3 - Starting salary is $20.65/hourly
