    The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

     

    Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Norfolk CSB seeks team members interested in providing skilled services in a public service environment.     The NCSB is seeking a Mental Health Professional to ensure the provision of the Assertive Community Treatment (ACT) model of intensive community treatment and hospital diversion services to adult SMI consumers in the NCSB service area via program coordination, direct service, consultation and education, as well as other intra and interagency function.

     

    Departmental Hiring Salary Range: $46,589 - $53,577

    Essential Functions

    Essential functions include but are not limited to:

    + Develops and implements treatment plans that reflect the identified needs of the individual assessed with participation of the consumer, and his/her guardian if applicable.

    + Provides linkage, monitoring, coordination, and procurement of rehabilitation counseling, residential and housing support, vocational readiness and placement support, crisis stabilization, and hospital/jail diversion services.

    + Provides supportive counseling, outreach home visits, crisis intervention, counseling, and advocacy.

    + Carries a caseload of 10-20 consumers, providing intensive services in the home, jobsite, and in the community.

    + Provides individual, group, family rehabilitative and support counseling, independent living training, and emergency/crisis intervention when needed.

    + Assists in the provision of medical services, such as delivering and monitoring medications.

    + Coordinates services and service planning with other providers within NCSB and with other agencies such as, probation officers, Veterans Affairs staff, jail staff, psychiatric hospitals, counselors, landlords, vocational programs, doctors, etc., and obtains clinical documentation from other providers to ensure continuity of care.

    + Where appropriate, assists with TDO's and is present at hearings for PACT Team consumers. Assists and participates in all hospital diversion, hospital in-reach, and hospital discharge and reintegration services.

    + Provides case and program consultation to individuals, organizations, agencies, groups, etc. that are involved with NCSB consumers.

    + Establishes and maintains inter-agency working relationships regarding the provision of PACT services and other supportive services.

    + Participates in team meetings, clinical staffing and supervision.

    + Maintains records related to service delivery according to applicable ethical requirements and the requirements of the NCSB and other regulatory agencies (federal, State, and other).

    + Provides comprehensive assessments for adults with chronic mental illness to determine service, supports, and other needs to assist the individual to remain in the community.

    + Provides emergency assessments, treatment, and referrals for team consumers, including on call and crisis counseling services on an as needed basis.

    + Assists in the development and implementation of special projects, e.g. specialized groups, etc. at the request of supervisors.

    + Prepares reports on consumers for both inter-agency use and administrative statistical data as needed.

    + Participates in professional development training, seminars, and conferences pertaining to the operation of NCSB Continuing Care and Clinical Services.

    + CSB Staff roles may include assisting other units at times to assist them with coverage needs, specialized assistance, or to cross-train.

    + Performs other related duties as assigned.

    Education/Experience

    Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent in a human services field.

     

    Considerable, progressive experience working with persons with serious mental illness and co-occurring substance abuse disorders.

    Preferred Education/Experience:

    Master's degree in a human services field (i.e. Psychology, Sociology, Social Work or Counseling).

     

    Two or more years' experience working with adults with severe mental illness, or adults with co-occurring severe mental illness and substance use disorders; preferably in a community-based treatment model.

     

    Additional Information & Requirements

     

    + VA Licensed Clinical Social Worker certification.

    + Valid driver's license.

    + Certified in basic First Aid and CPR preferred.

     

    Work Hours: Monday - Friday 7:00 am - 3:30 pm. May have to work one weekend day a month plus a holiday.

     

    + Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

    + Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

    + Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

    + Retirement

     

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
